Myriad conflicts in various locations around the world are made more intense by the irresponsible and unregulated trade in arms.
Goods that call for special attention in this unregulated trade are motorised vehicles(cars) and crude oil and its derivatives.
In that regard,we are pleased that the international community has agreed that international action is needed to address the unregulated trade in conventional weapons.
We recognize the need to address problems related to the unregulated trade in conventional weapons and their diversion to the illicit market.

The Philippines supports a future arms trade treaty and views the unregulated trade in conventional weapons and their diversion to the illicit market as a threat to international peace and security.
To be effective, an arms trade treaty should establish the highest possible standards for all imports, exports and transfers of conventional arms andnot be limited to addressing so-called unregulated trade.
Among other things, the treaty must recognize the need to address problems related to unregulated trade in conventional weapons and their diversion to illegal markets.
In this regard,we are pleased to note that the session in July 2009 of the Open-ended Working Group towards an Arms Trade Treaty agreed that international action is needed to address the unregulated trade in conventional weapons.
We also welcome the fact that the Group has recognized the need to resolve the problems relating to unregulated trade in conventional weapons and has indicated that it supports the taking of international action.
The problems linked to the unregulated trade in conventional weapons and the diversion of those weapons into illicit markets have the potential to fuel instability, organized crime and terrorism, thereby jeopardizing peace, security and sustainable economic and social development.
The adoption of the Arms Trade Treaty was a landmark achievement targeting the unregulated trade in small arms and light weapons.
The unregulated trade in conventional weapons, including small arms and light weapons, has caused great economic and political misery, as well as a great loss of innocent lives, including those of women and children, worldwide, and especially in the countries of the Great Lakes region and the Horn of Africa.
The Open-ended Working Group also recognized the need to address the problems relating to unregulated trade in conventional weapons and their diversion to the illicit market.
The landmark Arms Trade Treaty, adopted in April 2013, explicitly acknowledges the interlinkage between development, peace and security and human rights, as well as the security, social, economic andhumanitarian consequences of the illicit and unregulated trade in conventional arms.
The Open-ended Working Group also recognized the need to address the problems relating to unregulated trade in conventional weapons and their diversion to the illicit market.
Likewise, the unregulated trade in conventional arms and the illicit trade and excessive accumulation of small arms and light weapons adversely affect regional and international security and stability, fuel conflicts and armed violence, and threaten the lives of individuals.
In the same vein, we support ongoing deliberations on an arms trade treaty(ATT)to address unregulated trade and illicit trafficking in conventional weapons.
We reiterate our support for the work of the Group,which recognized the need to deal with the problems related to the unregulated trade in conventional weapons and their diversion to illicit markets, bearing in mind that this threat can exacerbate instability, international terrorism and transnational organized crime.
While acknowledging the rights of all States to manufacture, import, export, transfer and retain conventional arms for self-defence and security needs,we recognize that there is a need to address the unregulated trade in conventional arms and their diversion to the illicit market.
This debate on an item that is closely linked to the issue of the proliferation and the illicit and unregulated trade in light arms, demonstrates the importance accorded to it by the First Commission and the Committee's determination to address it properly.
In that context, after endorsing the report of the Open-ended Working Group, and taking the principles of the United Nations Charter and other relevant international obligations as a guide, I stressed the need-- underlined by consensus in the Open-ended Working Group-- to address,inter alia, the problems related to the unregulated trade in conventional weapons and their diversion to the illicit market.
The social, political, economic andhumanitarian consequences of the proliferation and illicit and unregulated trade in small arms, ammunition, explosives and light and heavy weapons are different among various sectors of the population.
With the benefit of the knowledge gained to date, the Group now intends to visit States in the Gulf region and southern Asia to discuss, with the appropriate authorities, ways and means of implementing regulations andcontrols in a geographical area where there is a flourishing and unregulated trade in gold and diamonds and in which allegations exist, still unconfirmed by the Group, of al-Qa'idah and Taliban finances and assets being exchanged.
Stresses the need, as was underlined by consensus in the Open-ended Working Group, to address, inter alia,the problems relating to the unregulated trade in conventional weapons and their diversion to the illicit market, considering that such risks can fuel instability, transnational organized crime and terrorism, and that international action should be taken to address the problem;
Finally, with regard to the subject of a future arms trade treaty,NAM recognizes the need to address the problems relating to the unregulated trade in conventional weapons and their diversion to the illicit market.
Recognizing that the absence of commonly agreed international standards for the transfer of conventional arms that address, inter alia,the problems relating to the unregulated trade of conventional arms and their diversion to the illicit market is a contributory factor to armed conflict, the displacement of people, organized crime and terrorism, thereby undermining peace, reconciliation, safety, security, stability and sustainable social and economic development.
On the subject of a future arms trade treaty,the African Group recognizes the need to address the problems relating to unregulated trade in conventional weapons and the diversion of such weapons to illicit markets.
The future instrument should be an efficient tool for addressing the challenges posed by unregulated trade in conventional weapons, including small arms and light weapons.
A set of commonly agreed international standards for the transfer of conventional arms would specifically address challenges relating to the unregulated trade of conventional arms in terms of their diversion to the illicit market see A/RES/64/48, twelfth preambular paragraph.
