To review laboratory and analytical uses of ozone-depleting substances;
On average, feedstock uses of ozone-depleting substances totalled some 900,000 MT annually between 2002 and 2011.

Introducing the sub-item the Co-Chair recalled that the European Union had put forward a draft decision on feedstock uses of ozone-depleting substances at the thirty-second meeting of the Openended Working Group.
The continuing legal uses of ozone-depleting substances in areas such as feedstocks, exemptions and process agents, should be tracked carefully to ensure that ozone-depleting substances produced for these uses were not diverted to illegal uses; .
Recalling decision X/14,which defined the conditions under which parties could treat certain uses of ozone-depleting substances as process agents.
With regard to reporting on process-agent uses of ozone-depleting substances, the four parties still allowed such uses- China, the European Union, Israel and the United States of America- had submitted their reports for 2012, but Israel had yet to submit its report for 2013.
As a consequence of the deletions proposed above, the Panel recommended that the general exemption for laboratory and analytical uses of ozone-depleting substances should be retained for the following procedures.
To request the Ozone Secretariat to publish on its website the aggregated list of feedstock uses of ozone-depleting substances and of alternatives to ozone-depleting substances for such uses reported by the parties in accordance with the preceding paragraph and to amend the list each year based on the reports received from parties;
Parties operating under paragraph 1 of Article 5 currently enjoyed full exemption regarding laboratory and analytical uses of ozone-depleting substances, and it was important to maintain that exemption.
All have submitted to the Secretariat their reporting accounts on the quantities and uses of ozone-depleting substances produced and consumed for essential uses in accordance with paragraph 9 of decision VIII/9, which provides for Parties that have been granted essential-use exemptions for previous years to submit their report by 31 January each year.

The Chemicals Technical Options Committee report would include process agent issues,laboratory and analytical uses of ozone-depleting substances, n-propyl bromide and a discussion of carbon tetrachloride emissions and opportunities for their reduction.

Introducing the item, the Co-Chair said that the Technology andEconomic Assessment Panel had produced an updated list of laboratory and analytical uses of ozone-depleting substances, including ozone-depleting substances for which there were no known alternatives.
Decision XXI/3 on process agents clarifies that the annual reporting obligation in respect of process agent uses of ozone-depleting substances does not apply to parties once they have informed the Secretariat that they do not use ozonedepleting substances as process agents unless they subsequently begin to do so.
As noted in document UNEP/OzL. Pro.WG.1/30/2, by decision XXI/6 the Meeting of the Parties requested the Technology andEconomic Assessment Panel and its Chemicals Technical Options Committee to finalize the report on laboratory and analytical uses of ozone-depleting substances that they had been requested to prepare by decision XIX/18.
The Co-Chair, recalling the presentation made by the Technology andEconomic Assessment Panel on laboratory and analytical uses of ozone-depleting substances in response to decision XXIII/6 as part of its presentation on the 2012 progress report(see chapter III of the present report), introduced the sub-item.
By decision XIX/18, the Parties to the Montreal Protocol decided to extend until 31 December 2011 the global laboratory and analytical-use exemption for all controlled substances except HCFCs and to request the Technology and Economic Assessment Panel and its Chemicals Technical Options Committee to provide, by the Twenty-First Meeting of the Parties,a list of laboratory and analytical uses of ozone-depleting substances, indicating those for which alternatives existed and were therefore no longer needed.
To request the Ozone Secretariat to publish on its website andupdate annually an aggregated list of feedstock uses of ozone-depleting substances and of alternatives to ozonedepleting substances for those uses reported by the parties in accordance with paragraph 4 of the present decision, to include.
Matters on which information had been provided at the previous meeting, and for which there were no updates to be considered at the current meeting, included the production of CFCs, halons, carbon tetrachloride andother phased-out substances; feedstock uses of ozone-depleting substances; destruction of ozonedepleting substances; and the calculation of production and consumption.
