Zone of application.
The Treaty also contains provisions to prevent dumping on the territories of States parties andthe ocean areas within the zone of application.
The zone of application of the Treaty is the whole of the Latin American and Caribbean region, including areas of the Atlantic and Pacific Oceans articles 3 and 4 of the Treaty.
The Treaty forbids any measures of a military nature, including the testing of nuclear or any other type of weapons, in the zone of application.
Due to the fact that the subjects of verification are only the military units in the zone of application(about 80 kilometres in the border regions), the same units are visited every year.
Protocol III. Under the terms of Protocol III the five nuclear-weapons States undertake not to test any nuclear explosive device anywhere within the zone of application.
Additional Protocol I establishes the status of military denuclearization of territories within the treaty's zone of application that are under the administration of States that, de jure or de facto, are responsible for them.
Recalling that since 1992 Additional Protocol I has been in force for all the States that de jure orde facto are internationally responsible for territories located within the zone of application of the Treaty.
That would mean expanding the zone of application of the international legal regime outlawing chemical weapons and criminalizing illegal access to dangerous chemical-weapons-related substances and technologies.
Existing nuclear-weapon-free-zone treaties contain the following common elements:basic obligations; zone of application; institutional mechanisms; compliance and verification; security assurances; entry into force and protocols.
Protocol I. Protocol I provides for the application of the obligations under the Treaty to territories which are under the jurisdiction or control of States from outside the region,but which lie within the zone of application.
With Cuba's ratification, the Treaty entered into force throughout its zone of application and Latin America and the Caribbean were declared the first inhabited area of the planet to be completely free of nuclear weapons.
It very much welcomes the fact that recent amendments to the Treaty have made it possible for Argentina, Brazil and Chile to bring it into force for themselves, andlooks forward to the entry into force of the fullest possible zone of application in the near future.
Bearing in mind that the Zone of Application of the Treaty for the Prohibition of Nuclear Weapons in Latin America and the Caribbean(Tlatelolco Treaty) has acquired full force in all the States Parties and States Linked to the Treaty;
Beginning in 1990, in order to achieve the goal of making the Treaty of Tlatelolco universal in its zone of application, a series of amendments were approved making it possible for third countries to become full members of the Tlatelolco system.
It will surprise noone when we repeat, once again, that the territories of Azerbaijan that have been occupied through armed aggression by its neighbour Armenia have become a black hole in the zone of application of the Treaty on Conventional Armed Forces in Europe CFE.
Reiterate our satisfaction that, following the ratification by the Republic of Cuba, the Zone of Application established in conformity with the Treaty of Tlatelolco is fully in force and, thereby, consolidates the first nuclear-weapon-free zone in a densely populated region.
Within the South Pacific Nuclear Free Zone, as defined in annex 1 to the Treaty, States parties are obliged not to manufacture or otherwise acquire,possess or have control of any nuclear explosive device anywhere inside or outside the zone of application.
As the Treaty now comes into full effect for Argentina, Brazil and Chile, and with the accession last week by Saint Kitts and Nevis andSaint Lucia, the zone of application of the Treaty covers 25 million square kilometres inhabited by more than 450 million human beings.
Continue working in the sphere of competent international agencies to strengthen and supplement current international laws in the field of security and liability measures that are applicable to the transporting of radioactive material andhazardous wastes that will contribute to preventing the radioactive contamination of the marine environment in the Treaty's Zone of Application.
It was officially recognized that, with the Republic of Cuba's ratification, the zone of application established in accordance with the Treaty of Tlatelolco was now fully in force, thereby consolidating the first nuclear-weapon-free zone to be established in a densely populated region.
OPANAL was a full-fledged international organization, established under the Treaty of Tlatelolco, which was responsible for ensuring that States parties fulfilled their obligations,the most important of which was to keep the zone of application of that Treaty free of nuclear weapons.

It confirms that there is already a high degree of confidence and stability in the region of Central and Eastern Europe;(b)due to the fact that the subjects of verification are only the military units in the zone of application(about 80 km. of the border regions), in practice, the same units are visited every year.
The status of State Party to the Treaty of Tlatelolco shall be limited to the independent States included in the zone of application of the Treaty under article 4 and paragraph 1 of this article of the Treaty which on 10 December 1985 were members of the United Nations and to the non-self-governing territories referred to in document OEA/CER. P, AG/Doc.1939/85 of 5 November 1985 when they attain independence.

Additional Protocol I to the Treaty of Tlatelolco imposes on the extracontinental States which have, de jure or de facto,territory under their control in the zone of application of the Treaty the obligation to respect the statute of denuclearization in respect of war-like purposes as defined in articles 1, 3, 5 and 13 of the Treaty.
Bearing in mind that the Treaty of Tlatelolco is open for signature to all the sovereign States of Latin America and the Caribbean and that it contains two additional protocols that are open for signature, respectively, to the States that de jure orde facto are internationally responsible for territories located within the zone of application of the Treaty and to the nuclear-weapon States.
