Thus, the Ukrainian side agrees that the OSCE Armed Police Mission should be a separate mission, solely responsible for ensuring the safe and secure environment in the occupied territory of the ORDLO, not a police component of the already existing Special Monitoring Mission to Ukraine(hereinafter- OSCE SMM).
The most important issues on the agenda will be the principles of organization of elections in the breakaway republics,the ability to deploy the OSCE Armed Police Mission in the conflict zone, the procedure for the exchange of prisoners, as well as plans for the withdrawal of troops and weapons from the contact line.
Besides, all the elements-components for deploying the OSCE Armed Police Mission must be written in the mandate of such a mission, which is yet to be developed and approved by all the 57 OSCE member countries in the nearest future.
At this, the key provision for Ukraine willbe the requirement for deployment of the personnel of the OSCE Armed Police Mission both, on the demarcation line between the warring parties, and on the temporarily uncontrolled section of the Ukrainian-Russian state border.
At the same time,in response to the Ukrainian initiative to deploy the OSCE Armed Police Mission on the eastern border of Ukraine in the zone of conflict, Russia can officially make its own proposal to deploy Russian peacekeeping forces at the contact line.
