Серед причин, які допомогли Україні піднятися на сходинку вище- початок роботи НАБУ і САП, продовження роботи реєстру електронних декларацій, функціонування реформи державних закупівель, обов'язкове використання системи ProZorro, реформа ринку газу та кроки з дерегуляції.
Among the reasons that helped Ukraine to rise to the level above- the launch of the NABU and SAP, the continuation of the work of the register of electronic declarations, the functioning of the public procurement reform, the mandatory use of the ProZorro system, the reform of the gas market and steps for deregulation.

Крім того, необхідно знизити роль держави у перерозподілі економічних доходів, запустити програму комплексного перегляду державних витрат, продовжувати реформи державних закупівель, верифікувати соціальні виплати та запровадити повноцінну перевірку майнового статусу одержувачів державних виплат.
Moreover, it is necessary to reduce the role of the state in redistribution of revenues, launch a program of comprehensive examination of state expenses, continue public procurement reform, verify social benefits payment and introduce full-scale checkup of property status of welfare recipients.

Inha Livandovska, a lawyer of the“Legal Group EUCON”(Poland), reported on public procurement in Poland, noting that a public procurement reform is currently underway in Poland, there is a law that will come into force in 2021, but the question on introduction of electronic system remains open because it is in the process of being developed and it is unknown how it will work in practice.
