The Union may adopt measures in accordance with the principle of subsidiarity as set out in Article 5 TFEU.
Since, for those reasons, the objectives of this Directive cannot be sufficiently achieved by the Member States and can therefore be better achieved by at Community level,the Community may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.

(26) Since the objective of this Directive, namely to establish minimum standards on the reception of asylum seekers in Member States, cannot be sufficiently achieved by the Member States and can therefore, by reason of the scale and effects of the proposed action, be better achieved at Community level,the Community may adopt measures in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
Since the objectives of this Directive, namely the harmonisation of legislation on use of animals for scientific purposes, cannot be sufficiently achieved by the Member States and can therefore, by reason of scale and effects, be better achieved at Community level,the Community may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
(7) Since the aim of replacing the system of multilateral extradition built upon the European Convention on Extradition of 13 December 1957 cannot be sufficiently achieved by the Member States acting unilaterally and can therefore, by reason of its scale and effects,be better achieved at Union level, the Council may adopt measures in accordance with the principle of subsidiarity as referred to in Article 2[EU] and Article 5[EC].
Since the objective of this Directive, namely the establishment of a legal framework for the taking up and pursuit of reinsurance activities, cannot be sufficiently achieved by the Member States and can therefore, by reason of the scale and effects of the action, be better achieved at Community level,the Community may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
(25) Since the objective of this Directive, namely to ensure a high level of protection of human health and the environment, cannot be sufficiently achieved by Member States, but can rather, by reason of the transboundary nature of air pollution, be better achieved at Union level,the Union may adopt measures in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union.
(40) Since the objective of the proposed action, namely to create a Community legal framework covering institutions for occupational retirement provision, cannot be sufficiently achieved by the Member States and can therefore, by reason of the scale and effects of the action, be better achieved by the Community,the Community may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
Since the objectives of this Directive, namely setting common minimum standards on procedural safeguards for children who are suspects or accused persons in criminal proceedings, cannot be sufficiently achieved by the Member States, but can rather, by reason of its scale and effect, be better achieved at Union level,the Union may adopt measures in accordance with the principle of subsidiarity as set out in Article 5 TEU.
Since the objective of this Regulation, namely to establish a uniform rapid and efficient mechanism for the recovery of uncontested pecuniary claims throughout the European Union, cannot be sufficiently achieved by the Member States and can therefore, by reason of the scale and effects of the Regulation, be better achieved at Community level,the Community may adopt measures in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
Since the objectives of this Directive, namely to ensure a high level of environmental protection and the improvement of environmental quality, cannot be sufficiently achieved by Member States and can, therefore, by reason of the transboundary nature of pollution from industrial activities, be better achieved at Union level,the Union may adopt measures in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union.
Since the objective of this Regulation, namely to ensure the effective functioning of the internal market as regards nutrition and health claims whilst providing a high level of consumer protection, cannot be sufficiently achieved by the Member States and can therefore be better achieved at Community level,the Community may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
Since the objective of this Directive, namely to ensure the functioning of the internal market by requiring equipment to comply with an adequate level of electromagnetic compatibility, cannot be sufficiently achieved by Member States and can therefore, by reason of its scale and effects, be better achieved at Community level,the Community may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
