IV III In this audit, the Court addressed the question of whether financial instruments had been successful in the area of rural development and whether they were likely to be so in the future.

This simplification must go hand-in-hand with simplification of its implementation, and the Member States must minimise the bureaucratic formalities required of beneficiaries,especially in the area of rural development.

As regards the Common Monitoring and Evaluation Framework in the area of Rural Development, all available data and information, e.g. financial, monitoring data, evaluation findings, are taken into account in annual meetings with the Member States, to assess the progress in the implementation of the programmes and any need for adjustments in their strategy and financial allocations.
