To this end, Part VII applies mutatis mutandis in respect of areas under national jurisdiction.
Such operations are currently mostly located within areas under national jurisdiction(exclusive economic zones and continental shelf) where it is easier to transport ores to land.
The Contracting Parties recognise the need to ensure compatibility of conservation andmanagement measures adopted for straddling fish stocks on the high seas and in areas under national jurisdiction.
The conservation andmanagement measures established for the high seas and those adopted for areas under national jurisdiction shall be compatible, in order to ensure the conservation and management of the fish stocks covered by this Convention.
(vi) cooperation and coordination among Contracting Parties shall be promoted to ensure that conservation andmanagement measures adopted by the Commission and conservation and management measures applied in respect of the same fishery resources in areas under national jurisdiction are compatible;

States shall give due consideration to the respective capacities of developing States to apply articles 5, 6 and 7 within areas under national jurisdiction and their need for assistance as provided for in this Agreement.
Transhipment at sea in the Convention Area beyond areas under national jurisdiction shall take place only in accordance with the terms and conditions set out in Article 4 of Annex III to this Convention, and any procedures established by the Commission pursuant to paragraph 3 of this article.

This has also been the case, under the heading of a due diligence obligation flowing from UNCLOS, for concurrent coastal State jurisdiction and flag State jurisdiction and, as appropriate,flag international organisation jurisdiction, to secure sound conservation of marine biological resources within sea areas under national jurisdiction.
In the exercise of its sovereign rights for the purpose of exploring and exploiting, conserving and managing straddling fish stocks andhighly migratory fish stocks within areas under national jurisdiction, the coastal State shall apply mutatis mutandis the general principles enumerated in article 5.
(d) take into account the biological unity and other biological characteristics of the stocks and the relationships between the distribution of the stocks, the fisheries and the geographical particularities of the region concerned, including the extent to which the stocks occur andare fished in areas under national jurisdiction;
I(i) the conservation and management measures adopted and applied in accordance with article 61 of the 1982 Convention in respect of the same stocks by coastal States within areas under national jurisdiction and ensure that measures established in respect of such stocks for the Convention Area as a whole do not undermine the effectiveness of such measures; RELA RELA.
(b) with respect to highly migratory fish stocks, the relevant coastal States andother States whose nationals fish for such stocks in the region shall cooperate, either directly or through the appropriate mechanisms for cooperation provided for in Part III, with a view to ensuring conservation and promoting the objective of optimum utilisation of such stocks throughout the region, both within and beyond the areas under national jurisdiction.
(b) promote cooperation and coordination between members of the Commission to ensure that conservation andmanagement measures for highly migratory fish stocks in areas under national jurisdiction and measures for the same stocks on the high seas are compatible;
To this end, a State orthe competent international organisation conducting such research beyond areas under national jurisdiction shall actively promote the publication and dissemination to any interested States of the results of that research and information relating to its objectives and methods and, to the extent practicable, shall facilitate the participation of scientists from those States in such research.
(a) the rights of any of the members of the Commission in accordance with their national laws and regulations relating to fisheries,including the right to impose appropriate sanctions on the vessel concerned in respect of violations occurring within areas under national jurisdiction in accordance with such national laws and regulations; and.
The principles and measures for conservation and management enumerated in Article 5 shall be applied by coastal States within areas under national jurisdiction in the Convention Area in the exercise of their sovereign rights for the purpose of exploring and exploiting, conserving and managing highly migratory fish stocks.
The members of the Commission shall give due consideration to the respective capacities of developing coastal States, in particular small island developing States,in the Convention Area to apply the provisions of Articles 5 and 6 within areas under national jurisdiction and their need for assistance as provided for in this Convention.
Unless otherwise provided, this Agreement applies to the conservation and management of straddling fish stocks andhighly migratory fish stocks beyond areas under national jurisdiction, except that Articles 6 and 7 apply also to the conservation and management of such stocks within areas under national jurisdiction, subject to the different legal regimes that apply within areas under national jurisdiction and in areas beyond national jurisdiction as provided for in the Convention.
