To this end, the Commission surveyed ESF managing authorities in all Mem- ber States.
Where appropriate, recommendations to the Mem- ber States are issued and financial corrections are applied.
In that context,the Commission takes note of the good practices identified by the Court in some Mem- ber States.
The Court found that generally Mem- ber States provided estimates for the cost of measures aimed at individuals.
Our findings are based on informa- tion obtained from the audit visits and from a survey of regional andnational managing authorities in the 27 Mem- ber States.

Directive 2004/18/EC12 requires Mem- ber States to oblige public bodies to conduct competitive public procure- ment procedures when awarding con- tracts.
Key messages on the Indicator Framework were endorsed by the EPSCO Council on 11 December 2014,highlighting Mem- ber States' political commitment to providing the necessary data.
For such information provided by Mem- ber States on a voluntary basis, the Commission has no legal mandate to carry out reliability and/or plausibil- ity checks.

However, Mem- ber States' planning documents suggest that around 1.5 billion euros has been earmarked for the socioeconomic integration of marginalised communities such as Roma during the 2014- 2020 programme period.
The Court concludes that the support was not sufficiently well managed andthat the Commission and the Mem- ber States cannot demonstrate that the intended results were achieved in a cost- effective way.
Mem- ber States may also use these funds to allocate payment entitlements to farmers who commence an agricultural activity or who are located in areas subject to restructuring or develop- ment programmes.
The Commission carried out a comprehensive and timely assessment of the draft YGIPs submitted by Member States 32 The Court notes that the responsibil- ity for the YGIPs rests with the Mem- ber States.
XIt further recommends that the Commission and Mem- ber States must address the delays in implementation of the WFD and improve the quality of their RBMPs by describing individual measures and making them suf- ficiently clear and concrete at an operational level.
This means that the general rules for the calculation of the values of the payment entitle- ments andthe payment of SPS aid are set out in EU regulations13, but Mem- ber States must take all the legislative, regulatory, administrative or other steps needed to protect the EU's finan- cial interests.
Inadequate procurement procedures in Member States put sound financial management at risk. There were serious weak- nesses in management of the fund in key Mem- ber States- Greece, Spain, Italy and, for the early funding years, Malta.
Conclusions and 34 recommendations 83 Overall, the Court concludes that ow- ing to the absence of a suitable perfor- mance framework for TA expenditure in agriculture and rural development,neither the Commission nor the Mem- ber States are able to demonstrate how well TA has contributed to the general policy objectives of the CAP.
