On this basis, Member States are able to fully replicate the Commission's calculations.
Overall, the Commission's calculation of the amounts at risk is consistent with the available information and accurate.
In particular:- we checked the consistency and accuracy of the Commission's calculation of the amounts at risk;- we assessed the reservations made for 2014.

We identified minor errors in two areas:(a) the 2015 Commission's calculation of the EEA/EFTA contributions, and(b) the 2015 Commission's calculation of correction mechanisms.

Parliament noted that the Court of Auditors' audit did not find any substantial error in the Commission's calculation of Member States' contributions and their payment, most of which are based on forecast Gross National Income(GNI) data for 2013.
As a consequence, the reported error rates may not always be fully reliable;- information on financial corrections reported by Member States may not always be reliable oraccurate and, as a result, the Commission's calculation method may result in an understated cumulative residual risk.
The error which the Court detected in the Commission's calculation of the 2006 definitive amount of the UK correction(see paragraph 2.16) is described in the Annual Activity Report of DG BUDG, which sets out the additional control measures put in place subsequently.
The Commission also carries risk-oriented audits to verify the accuracy of reported financial corrections(see reply to paragraph 5.50).(a)(b) checked the consistency and accuracy of the Commission's calculation of the amounts at risk; assessed the reservations made for 2013.
The reliability of the Commission's calculation of residual error rate depends to a large extent on the accuracy of Member States' information on financial corrections implemented at national level and how this information is taken into account by the Commission(see paragraph 29).
In view of the terms used in the Guidelines in that regard,there is no reason to consider that the first year of the infringement must be systematically ignored in the Commission's calculation(see, to that effect, for infringements of medium duration, Cheil Jedang Corporation v Commission, paragraph 318 above, paragraph 133).
However, the Court detected an error in the Commission's calculation of the 2006 definitive amount(10) of the UK correction entered in the 2010 budget, resulting in an excessive correction granted to the United Kingdom of 189 million euro(3,5% of UK correction 2006)(see Annex 2.5, in particular its paragraphs 6 and 7).
In particular, the Court's audits over the last three years have shown that(39):- some audit authorities underreport problems andthat the reported error rates are not always fully reliable;- information on financial corrections reported by Member States may not always be reliable or accurate and that the Commission's calculation method results in an understated residual error rate.
The General Court wrongly applied Article 15(2)of Regulation 171 when it failed to object to the Commission's calculation of the fine and failed to take proper account of the novelty of the alleged abuses, of the absence of any material effects on competition, and other mitigating circumstances.
With regard to one transaction in the area of Maritime Affairs and Fisheries, the Commission's calculation of the interim payment was a correct application of the applicable rules for the calculation of such payments as laid down in Article 76 of Council Regulation(EC) No 1198/2006 which does not allow the Commission to use a different method of calculation at its discretion.
Based on its audit work, the Court concludes that:-Member State declarations and payments of TOR,- the Commission's calculation of Member States' contributions on the basis of the VAT and GNI data received from Member States, as well as- Other revenue for the year ended 31 December 2009 were free from material error.
