The allegation of  continuation of dumping is based on a comparison of normal value, as set out in the preceding sentence, with the prices of the product concerned when sold for export to the Community.

In view of  the conclusions reached with regard to the likelihood of  continuation of dumping and continuation of  injury, it follows that, in accordance with Article 11(2) of  the basic Regulation, the anti-dumping measures applicable to imports of  crystalline silicon photovoltaic modules and key components i.e.

In the light of  the above, the Commission concluded that the expiry of  the anti-dumping measures would be likely to lead to a continuation of dumping.
As outlined in Section 3.3 above,there is a likelihood of  continuation of dumping should the measures be allowed to lapse.
Further to the finding of dumping  during the review investigation period, the Commission analysed whether there was a likelihood of  a continuation of dumping, should the measures be repealed.
In accordance with Article 18(1)of  the basic Regulation, the findings in relation to dumping  and likelihood of  a continuation of dumping set out below had to be based on facts available, in particular, information in the request for the expiry review and the statistics available to the Commission found to be the most accurate, i.e.
The applicant argues that allowing these measures to expire would be likely to result in a continuation of dumping and injury to EU industry.

The Commission also found that there was a strong likelihood of  continuation of dumping should the measures be allowed to lapse(recitals(106)-(109) above).
The investigation has shown that the Chinese imports were made at dumped  price levels during the RIP andthat there was a likelihood of  continuation of dumping should measures be allowed to lapse.
The Commission therefore concluded that there is a strong likelihood of  a continuation of dumping should the measures be repealed.
Further to the finding of  the existence of dumping  during the review investigation period, the Commission investigated the likelihood of  continuation of dumping, should the measures be repealed.
The Commission accordingly concluded(in recital(109) above)that there was a likelihood of  continuation of dumping should the measures be allowed to lapse.
The investigation has shown that the imports from the PRC were made at dumped  prices during the review investigation period(see recital(185)) andthat there was a likelihood of  continuation of dumping should measures be allowed to lapse(see recital(202)).
This pricing behaviour of  the Chinese exports in third markets supports the likelihood of  continuation of dumping to the Union, should the measures be allowed to lapse.
