(13) In order to enhance legal certainty and operational effectiveness,this Directive should lay down rules to strengthen the Financial Intelligence Units' ability to share information with their designated competent authorities for all serious criminal offences.

(14) This Directive should also set out a clearly defined legal framework to enable Financial Intelligence Units to request relevant data stored by designated competent authorities in order to enable them to prevent and combat money laundering, the associated predicate offences and terrorist financing effectively.
When laying down the rules regarding the management and exchange of data,Member States or, where a Member State has so provided, the designated competent authorities shall specify the rules on the access to data of the final customer by eligible parties in accordance with this Article and the applicable Union legal framework.
(37)For the purposes of this Regulation, Member States should designate competent authorities.
According to the Regulation, Member States have to designate competent authorities to monitor the application of the rules and to handle passenger complaints.
