(RO) Mr President,let me begin by congratulating Kinga Gál for her report.
I endorsed the Gál report on the situation of fundamental rights in the European Union(2009).
My first words are those of thanks to the rapporteurs, Ms Gál, Ms Lochbihler, Mr Mitchell, Mr Scholz and Mr Goerens.
Gál 4:20 I desire to be present with you now, and to change my voice; for I stand in doubt of you.
I would also like to thank Mrs Gál and Mr Preda for their cooperation in the two other committees.

Mr President, I must refute the slight that was made by Ms Gál against Socialists, saying that they have been undermining human rights.
Madam President, I absolutely endorse the statements made by Mr López Garrido on behalf of the Spanish Presidency and by Mrs Reding andI wish to congratulate Mr Jáuregui Atondo and Mrs Gál on their reports and on the work they have done.
(FI) Mr President,firstly I want to congratulate Mrs Gál on this excellent report on the situation of fundamental rights in the European Union.
(EL) I wish, in particular, to congratulate Mr Jáuregui Atondo on his report and on our excellent cooperation and, of course,Mr Preda and Mrs Gál, on their contribution from two different committees.
I would like to express my sincere gratitude to the rapporteur, Kinga Gál, for her effort to open up the problem of the violation of human rights in the European Union.
The Council has also very closely followed the debates and hearings held by Parliament in March of this year, and is very much taking into account the opinions expressed by Parliament in the draft report drawn up by Ramón Jáuregui Atondo,Kinga Gál and Cristian Dan Preda.
Mr President, first of all let me thank both our rapporteurs- Kinga Gál and Ramón Jáuregui Atondo- and also the Commission and the Presidency.
I therefore thank Mrs Gál for her work and hope that this report will lead to a collective improvement in the activities of European institutions.
Member of the Commission.- Mr President, I would like to thank all the rapporteurs- Ms Brantner,Ms Gál and Ms Lochbihler, as well as Mr Mitchell, Mr Scholz and Mr Goerens.
I voted in favour of the report by Mrs Gál because this text approves the effective implementation of fundamental rights in the European Union after Lisbon.
Let me quote the honourable Italian Member Mr Iacolino, who called it'patrimonia della civilta europea,''our common European heritage', orMrs Kinga Gál, who said that free movement is the most tangible result of the unity of the EU.
I think the fundamental challenge identified in the Gál report is that of ensuring coherence between these systems, both in terms of content and in institutional terms.
However, there are many other points with which I fully agree, and for this reason I abstained,not only because I believe that the text was substantially improved by the excellent work carried out by Mrs Gál, but also because I could not under any circumstances, in all conscience, vote against a report in defence of fundamental rights.
Like my co-rapporteur, Mrs Gál, I can endorse the Commission proposal that there should be a tax abatement in those countries where payments from this financing instrument are still taxed.
When I hear what your rapporteur, Diego López Garrido, and your co-rapporteurs,Cristian Dan Preda and Kinga Gál, have said in your name in this Parliament, I know that you are also very conscious about the historical task which is now in our hands.
We are of the opinion that the Gál report certainly contains good elements, but overall it stresses too much the role of the EU in areas which we believe to be the exclusive competence of the Member States, such as immigration and judicial systems.
Mr President, I would like to thank all the committee members who worked alongside the rapporteur,Mrs Gál, on these areas, as well as all those MEPs who took the floor today in this House, thereby showing that fundamental rights are very important.
The next item is the report by Mrs Gál, on behalf of the Committee on Civil Liberties, Justice and Home Affairs, on the situation of fundamental rights in the European Union(2009)- effective implementation after the entry into force of the Treaty of Lisbon.
I would like to thank the rapporteurs of the AFCO and LIBE Committees,Mr Jáuregui and Mrs Gál, for their excellent cooperation on the file, and the hearing which was organised by the AFCO Committee on 18 March was really of great use.
