Whereas Directive 2001/29/EC on the harmonisation of certain aspects of copyright and related rights in the information society was aimed at adapting legislation on copyright and related rights to reflect technological developments;
Rules on driving hours andrest periods as defined by Council Regulation(EEC) No 3820/85 of 20 December 1985 on the harmonisation of certain social legislation relating to road transport(1);

In order toensure uniform conditions for the implementation of Regulation(EC) No 1221/2009 implementing powers should be conferred on the Commission concerning the harmonisation of certain procedures and in relation to sectoral reference documents.
(2) For the achievement of a genuine digital single market, the harmonisation of certain aspects concerning contracts for sales of goods, taking as a base a very high level of consumer protection, is necessary.
