SCOPE OF THE AUDIT 13. The CourtŐs audit examined whether these three Őmid-term processesŐ were carried out effectively and how they affected spending from the Structural Funds. Ń the performance reserve was allocated so as to favour effective andwell-managed spending programmes; Ń the mid-term revision updated priorities and improved the targeting of spending programmes.

In the course of the audit, the Court: Ń reviewed Commission guidelines for the three processes, Ń examined evaluation reports andproposals for use of the performance reserve and for mid-term revision for 5 CSFs and 20 operational programmes/single programming documents(7), Ń considered the CommissionŐs own assessment of the evaluation exercise, Ń analysed the allocation of the performance reserve and the impact of mid-term revision.
In a number of cases the mid-term revision of structural fund programmes improved the way in which operational programmes took account of policy priorities or changes in EU policies(e.g. as reflected in the Lisbon and Gothenborg European Councils) or improved performance indicators.
Stresses that the modifications agreed on during the MFF mid-term revision should be implemented without delay and integrated already in the EU budget 2017;
A compulsory and legally binding mid-term revision, following a review of the functioning of the MFF, and taking into account an assessment of the progress made towards the climate target, the mainstreaming of the Sustainable Development Goals and gender equality, and the impact of simplification measures on beneficiaries;
