BOX 3 CRITERIA FOR ASSESSING THE ROBUSTNESS OF FINANCIAL MANAGEMENT PROCEDURES Each year the Court assesses the supervisory andcontrol systems of EuropeAid and all other Commission Directorates-General.

Recommendation 8 The Commission should pass on the lessons learnt from the Court's audit to directorates-general and EU institutions, agencies and other bodies.
Weaknesses in the accounting systems of certain Directorates-General of the Commission and other bodies still put at risk the quality of financial information, in particular for pre-financing, related cut-off and invoices/cost statements.
This information is examined against the Commission's own audit results and other information at the disposal of the Directorates-General for each OP10(see Box 2).
Other Commission Directorates-General also intervene in the implementation of flood-related action, mainly the Directorates-General for Agriculture and Rural Development and for Regional and Urban Policy, through their responsibilities under the shared management of the European Structural and Investment Funds(ESIF28)(see paragraph 21).
