The President of the European Council Herman Van Rompuy was entrusted to prepare a proposal for a Pact for Competitiveness, together with the President of the European Commission and after consulting the Member States.
The idea of the Pact for Competitiveness, but under the auspices of the European institutions, was supported in a joint position of the leader of the ALDE group in the EP Guy Verhofstadt, and former presidents of the European Commission Romano Prodi and Jacques Delors.
Indeed, German reforms of the past 10 years,repeated almost verbatim in the so-called Pact for Competitiveness(subsequently restyled in a Pact for the euro), have given results.
All these issues, as well as the Pact for competitiveness, proposed by Germany and France will be discussed at the Euro Area Summit on 11 March and then at the European Council on 24-25 March.

Some time ago, while presenting the original version of the pact for competitiveness, adopted as the Euro Plus Pact, Ms Merkel made it clear that she did not want more involvement of the European institutions.

At the same time, but in Brussels, at a session of the Conference of Presidents of the European Parliament the Bulgarian MEP from the group of Socialists andDemocrats, Ivaylo Kalfin, posed a question to the European Council president, Herman van Rompuy, on the Pact for Competitiveness.
The Euro+ Pact is a political initiative of France and Germany(initially launched as a Pact for Competitiveness), which aims strengthening political control and peer pressure for reforms.
As you know, at their summit on March 11th the leaders of the eurozone countries are expected take important decisions about the size and functions of the current rescue fund for the euro area,the design of the future permanent fund(European Stability Mechanism) and the Pact for competitiveness, proposed by France and Germany.
Moreover, the necessary conditions for this to happen in the most painless way apparently are being prepared- the changes in the rescue fund for the euro area, the Pact for Competitiveness, the stress testing, the European framework for crisis management in the financial sector.
Meanwhile, the Brussels-based website EurActiv reported that the Presidentof the European Commission, Jose Manuel Barroso and the President of the European Council, Herman Van Rompuy, had dispersed their own version of the Pact for competitiveness.
