Recovery is divided into three sub-categories: preparing for re-use, recycling and other recovery.
(c) by 2025, the preparing for re-use and the recycling of municipal waste shall be increased to a minimum of 60% by weight;

Such waste also subverts the priority order of the waste hierarchy,in particular by avoiding preparing for re-use, recycling and other recovery prior to disposal.
Treatment other than preparing for re-use shall, as a minimum, include the removal of all fluids and a selective treatment in accordance with Annex II to this Directive.
(14c) The role of social economy enterprises in the re-use and preparing for re-use sector needs to be acknowledged and consolidated.
( *11) This includes preparing for re-use, recycling of inorganic construction materials, recovery of inorganic materials in the form of backfilling, and soil cleaning resulting in recovery of the soil.
In order to move towards a European recycling society with a high level of resource efficiency, targets for preparing for re-use and recycling of waste should be set.
The Commission shall consider the possibility of setting preparing for re-use and recycling targets that apply to construction and demolition waste to be met by 2025 and 2030.
The Commission shall develop guidelines for the interpretation of the definitions of waste,municipal waste, prevention, re-use, preparing for re-use, recovery and disposal.

The new regulatory framework established by the Circular Economy Package should safeguard stakeholders' ability to continue their work in the re-use and preparing for re-use sector.

The Commission shall develop minimum standards for the treatment, including recovery,recycling and preparing for re-use, of WEEE on the basis of Article 27 of Directive 2008/98/EC by….*.
Proper treatment, other than preparing for re-use, and recovery or recycling operations shall, as a minimum, include the removal of all fluids and a selective treatment in accordance with Annex VII.
Member States shall take the necessary measures to ensure that waste undergoes preparing for re-use, recycling or other recovery operations, in accordance with Articles 4 and 13.
(43) The targets for preparing for re-use and recycling of municipal waste should be increased in order to deliver substantial environmental, economic and social benefits and to accelerate the shift towards a circular economy.
The Commission should therefore give consideration to setting recycling and preparing for re-use targets for 2025 and 2030, in addition to the current targets for 2020.
In accordance with the requirements of the WEEE Directive(article 8.5), the European Commission requested European Standardization Organisations(ESOs) to develop European standards(ENs) for the collection, logistics and treatment, including recovery,recycling and preparing for re-use, of WEEE.
In the event of an extension,the Member State shall take the necessary measures to increase the preparing for re-use and the recycling of municipal waste to a minimum of 50% and 60% by weight, by 2025 and 2030 respectively.
In the event of postponing the attainment of the targets in accordance with paragraph 3,the Member State concerned shall take the necessary measures to increase the preparing for re-use and the recycling of municipal waste.
Member States should be able, for the purposes of calculating whether the preparing for re-use and recycling targets are attained, to take into account the recycling of metals that are separated after incineration of municipal waste.
Member States shall ensure that the collection and transport of separately collected WEEE is carried out in a way which allows optimal conditions for preparing for re-use, recycling and the confinement of hazardous substances.
Where necessary to complywith paragraph 1 and to facilitate or improve preparing for re-use, recycling and other recovery operations, waste shall be subject to separate collection and shall not be mixed with other waste or other materials with different properties.
(20)Compliance with the obligation to set up separate collection systems for paper, metal, plastic andglass is essential in order to increase preparing for re-use and recycling rates in Member States.
In addition bio-waste should be collected separately to contribute to an increase in preparing for re-use and recycling rates and the prevention of contamination of dry recyclable materials.
In that context, Member States should make sound use of investments, including through Union Funds,by prioritising prevention including re-use, preparing for re-use and recycling, in line with the waste hierarchy.
