He is entitled to receive and investigate complaints from EU citizens,businesses and organisations, and from anyone residing or having their registered office in an EU country.
Any citizen and any natural or legal person residing or having its registered office in a Member State has the right to petition the European Parliament.
At Community level, Articles 41(right to good administration) and 42 of the Charter of Fundamental Rights of the European Union recognise the right of any citizen of the Union and any natural or legal person residing or having its registered office in a Member State to have access to European Parliament, Council and Commission documents.
This means that every natural or legal person residing or having its registered office in the EU can have a direct influence on new legislation, and this constitutes a special form of public control.
A new Article 255 EC, inserted in the Treaty, guarantees the right of access for any citizen of the Union, and any natural or legal person residing or having its registered office in a Member State, to European Parliament, Council and Commission documents.
