Železnice is the only company that took the reforms seriously.
Public enterprise reform is mostly avoided,with visible progress being made only in Železnice Srbije.

Nominal decrease in subsidies with growth of GDP led to a decline in the relative importance of subsidies(in GDP), taking into account that the mild reduction of subsidies resulted from budgetary problems, and not from restructuring andcost savings in salaries in Železnice.
In addition, Železnice maintain a very irrational railway network, of which at least 20% is unjustifiable in terms of passenger and freight transport.
In 2014, the state will spend €560 million for the settlement of existing liabilities in Srbijagas, former JAT,Galenika, Železnice Srbije, Železara Smederevo and probably for some interventions in the banking sector.
Guaranteed and granted loans to Železnice amount to around EUR 300 million, while granted(but not disbursed) loans amount to total of about EUR 750 million.
Additional funds of at least €630 million are actually new state guarantees which will be issued in 2014 for the borrowings of Srbijagas,Železara Smederevo, Železnice Srbije and the Deposit Insurance Agency(since it spent their funds for interventions in banks).
During 2015, Železnice took significant steps forward in the reform- but impasse was reached as soon it came to certain painful measures(downsizing).
We also noticed other savings which are not expected, in fact,such as the reduction of subsidies to Železnice Srbije and the decrease in allocations for commodity reserves which we are sceptical about, due to lack of adequate explanation.
Železnice Srbije are an enterprise completely dependent on state aid and the single largest recipient of direct budget subsidies(about 100 million per year).
Reform of the largest public enterprises practically boils down to Železnice alone, while EPS is still investing less than its depreciation, which could be an obstacle to future economic growth.
Železnice estimate that they need about 4 billion dinars in 2014 for maintenance of the infrastructure and about 8.5 billion to maintain its railway transportation vehicles, procurement of consumables, spare parts, etc.
One of the devastating facts is that the lack of funds for the fees that Železnice have to pay for international traffic has led to a drop in the number of international railway lines which generate higher net income than the domestic lines.
Železnice Srbije are practically the only public enterprise that has dived seriously into the necessary reforms: it has been divided into four independent enterprises, new subsidy system should increase efficiency, in 2016 alone the number of employees is set to decrease by 15% etc.
Unlike the lump sum determination of total subsidies, from January 1, 2016, subsidies for Železnice are directly linked with the achievement of predetermined results(such as kilometers of passenger travel, railway quality, network capacity, safety in traffic etc).
The anticipated level of budgetary expenditures mainly adequately reflects the undertaken fiscal policy measures(public sector salary and pension cuts) and those planned to be undertaken in 2015 public sector downsizing, resolving the status of the enterprises in restructuring and problems in Srbijagas,EPS, Železnice, growth in public investment, etc.
The former director of“Železnice Srbija”, Milanko Šarančić stands a trial due to suspicion he, along with accomplices, in illicit public procurements, damaged the budget for more than 1.2 million euros.
From August 2015, first concrete measures were taken to improve the business performance of Železnice, through a status change: Železnice Srbije were divided into four separate companies(for passenger transport, transport of goods, infrastructure management and a holding company).
In October 2015,a good Plan for the reform of Železnice 2016-2020 was adopted, recognizing practically all the burning issues of this enterprise and offering some concrete solutions and measures to be undertaken towards this goal.
There are guarantees that need to be fully included in the public debt(and assigned the weight of 1),such as in the case of JP"Železnice Srbije"(whose issued guarantees have already been activated, so that already issued and future guarantees have the assigned weight of 1), and JP"Putevi Srbije"(the enterprise which is a part of the general government).
Apart from classic subsidies mainly for current operation(JP PEU"Resavicaˮ and"Železnice Srbijeˮ a. d), and the specifically targeted subsidies(for example, for the maintenance of roads), sizeable assets were allocated in the form of budget loans and payments under guaranteed loans approved to public enterprises.
