The Law introduces payment institutions and electronic money institutions and governs their operations.
Electronic money institutions are not allowed to issue electronic money through agents.

The National Bank of Serbia shall supervise foreign currency transactions of banks, electronic money institutions headquartered in the Republic and payment institutions- in the procedures established by the law governing their operations.
In addition to developing payment services and defining rules for their provision, the Law has also established legal grounds for setting up andoperation of payment and electronic money institutions, as new types of payment service providers.

Issues and revokes licenses of payment institutions to provide payment services and licenses of electronic money institutions to issue electronic money, supervises the provision of payment services and the issue of electronic money and performs other activities in accordance with the law governing payment services;
If the payment institution has been granted license for electronic money issuing, the data on that institution shall be entered in the register of electronic money institutions and deleted from the register of payment institutions. .
TheLaw on Payment Services has provided legal framework for the establishment and business of electronic money institutions and payment institutions, which is an important step towards modernisation of the national payment system, as it improves client safety, increases the efficiency of payment transactions and enables development of innovative forms of payment.
Projection of the amount of capital requirements for the first year of operation of a payment institution shall be a projection of the amount of these requirements calculated using the method specified in Article 90 of the Law which uniformly applies to all payment institutions, in accordance with the National Bank of Serbia's decision regulating capital andcapital adequacy of payment and electronic money institutions.
Among other things,the Decision expanded the supervisory role of the NBS Centre for Information System Supervision to information system management in payment institutions, electronic money institutions and the public postal operator that is, their operations linked with the provision of payment services and/or issuance of electronic money. .
The National Bank of Serbia shall enter in the register of electronic money institutions its approval for the establishment of a branch of the electronic money institution in a third country granted to that institution pursuant to the decision setting out detailed conditions and manner of granting and withdrawing approval for the establishment of branches of electronic money institutions.
On-site and off-site supervision of payment services provision In 2018, the NBS adopted(based on the Law on Payment Services and the Decision on Detailed Conditions andManner of Supervision of Payment Institutions, Electronic Money Institutions and Public Postal Operator) two decisions on on-site supervision for the purpose of verifying payment institutions' compliance with regulations.
Register of electronic money institutions 6. The register of electronic money institutions shall contain data on: 1 electronic money institutions licensed to issue electronic money; 2 agents of electronic money institutions in the Republic of Serbia through which these institutions provide payment services; 3 branches of electronic money institutions in third countries.
This Decision lays down the Chart of Accounts and the contents of accounts in the Chart of Accounts, contents and format of financial statement forms for companies licensed by the National Bank of Serbia to engage,as payment institutions and/or electronic money institutions, in the provision of payment services and/or electronic money issuing, and to conduct other affairs in accordance with the provisions of the Law on Payment Services(RS Official Gazette, No 139/2014).
The most notable improvements are as follows: The Law creates the legal basis for increasing competition in the payment services market. As a rule, greater competition means higher quality services and more favourable prices.The Law also creates the legal basis for the establishment and operation of electronic money institutions and payment institutions. All types of payment services, including cutting-edge services, have been allowed for and regulated for the first time.
Vulnerability of the financial sector The financial sector of the Republic of Serbia consists of the sectors of banking, insurance, financial leasing providers, voluntary pension funds, other providers of payment services andissuers of electronicmoney- payment and electronic money institutions, capital markets(broker- dealer companies, authorized banks, investment fund management companies and custody banks), authorized exchange offices and factoring.

The electronic money institution was owned by domestic persons(one natural person and two legal persons).
Branches of electronic money institution in third countries Electronic money institution currently does not have any branches in third countries.
Currently, payment services in the RSare provided by 11 payment institutions, one public postal operator and one electronic money institution, while electronic money is issued by one electronic money institution13.
In addition, one company was granted a licence for the issuance of electronic money as an electronic money institution.
