According to Paunović,369 Roma students had enrolled in secondary schools, and health mediators had made 137,000 visits, thus enabling members of the Roma population to gain access to health care for the first time. Good coordination has been established between education and health programmes(immunisation, health counselling andpeer programmes on reproductive health, health mediators), and programmes for parental counselling on child-rearing practices.
Mobile teams are composed of municiplity coordinators for Roma issues,pedagogical assistents, health mediators, as well as representatives of the Centers for Social Work and the National Employment Service, which are taking part in trainings and mentoring programs for development of local action plans.
The findings imply that the teaching assistants perceive their mission wider, as significant for integration of the society as they prevent discrimination of Roma in schools and introduce Roma children into the system of socialisation thus fighting seggregation in the education system. From the aspect of systemic approach to planning, unification of the process of work andsupervision the programme of health mediators was ascertained to be the best organised.
There exists programmatic asymmetry between the mechanisms:teaching assistants, health mediators and Roma coordinators are programmes of line ministries and local governments that target Roma problems.
Aiming to develop the study and starting from the strategic and programmatic framework of social inclusion of Roma, the research team of CENTER Public Policy Research Centre conducted, in October 2012, 65 interviews with the representatives of the National Employment Service, social welfare centres,teaching assistants, health mediators, Roma coordinators, representatives of local governments and relevant ministries and other Government bodies.
Of all the observed institutions, only the Ministry of Health introduced trainings for health mediators on how to identify cases of beneficiary discrimination and developed a rulebook setting down formal response to it.

In 2009, the Ministry of Health of the Republic of Serbia initiated the Roma Health Mediator project to respond to the needs of the Roma population, particularly in the health sector.
