For the controlled period referred(implementation of the Regulation), Gradska toplana had an approval of the founder for all established and applied prices for the thermal energy supply services(both for"zero" and changed prices), which was distinctively established during the control.

ДРИ је установила да је Градска топлана при утврђивању висине регулисаних средстава( основица за обрачун повраћаја на ангажована средства који енергетски субјекат може да оствари у регулаторном периоду) за 2015/ 2016 и 2016/ 2017 грејну сезону укључила 2 и нето вредност прибављених средстава без накнаде, као што су донације, иако је Уредбом прописано њихово изузеће.
SAI has established that when calculating the amount of regulated funds(calculation basis for return on capital employed which an energy entity may generate during a regulatory period), for 2015/2016 and 2016/2017 heating season Gradska toplana has also included a net value of obtained funds free of charge such as grants, although the Regulation stipulates their exemption.

Након достављања одазивног извештаја и издавања послеревизионог извештаја, Градска топлана је накнадно доставила финансијске извештаје за 2017. годину и Програм пословања за 2018. годину и другу документацију, која није била предмет ревизије ДРИ, а на основу којих је утврђена цена снабдевања топлотном енергијом за грејну сезону 2018/ 2019 годину, а коју документацију је ДРИ ценио.
Following the submission of the response to the audit report and publication of a post audit report, Gradska toplana has subsequently submitted the 2017 financial statements and the 2018 Program of operations and other documents that were not the subject of the SAI audit, and which were used for the pricing of the thermal energy supply services for the 2018/19 heating season, evaluated by the SAI.

У вези са корекционим елементом Градска топлана је истакла да је то, према Уредби, вредносни израз( новчани износ) којим се умањује или увећава максимална висина прихода за регулаторни период, и то за износ одступања оствареног прихода за претходни регулаторни период по основу регулисаних цена на које је дата сагласност од максималне висине прихода утврђене у складу са Методологијом за претходни регулаторни период.
With reference to the correction element, Gradska toplana has underlined that the issue, pursuant to the Regulation, is set as a value term(monetary amount) that reduces or increases the maximum revenue level for the regulatory period, in the amount of deviations of the revenue generated for the previous regulatory period based on the regulated prices which were approved from the maximum revenue level regulated by the Methodology for the previous regulatory period.

У Извештају је истакнуто и да је Градска топлана при одређивању максималне висине прихода, а који се односи на фиксни део, у обрачун фиксних оперативних трошкова укључила: 1 трошкове предујма у извршним поступцима; 2 укупан износ трошкова резервисања за накнаде и друге бенефиције уместо исплаћених накнада по овом основу који су утврђени Уредбом; 3 трошкове зарада, накнада зарада и осталих личних расхода изнад износа утврђених правним оквиром.
The Report also underlined that Gradska toplana has included the following elements in the calculation of fixed operating costs when establishing the maximum revenue level relating to the fixed part: 1 advance payment costs in enforcement procedures; 2 the total amount of provisions for costs incurred for fees and other benefits, instead of remunerations paid on this basis under the Regulation; 3 wage bill costs, fees for employees and other personal expenses exceeding the amount established by the legal framework.

Парадоксално је то што су многе градске топлане након оштрог пада цене енергената у 2014. години" преко ноћи" постале профитабилне, али се то побољшање пословања није прелило на пораст инвестиција.

Увидом у закључак Градског већа Града Ниша број 1731-46/ 2015-03, ДРИ је утврдила да је Градска Скупштина дала препоруку Градској топлани да из сопствених средстава финансира трошкове даљинског грејања у делу више испоручене топлотне енергије од просечне месечне специфичне потрошње увећане за 20%.

Укупна слика донекле је поправљена у претходне две године зато што су градске топлане( нарочито у Београду) почеле привремено да послују профитабилно( неуобичајено благе зиме, уз оштар пад цена енергената који није био праћен смањењем цена грејања за крајње кориснике).
This overall image has been somewhat improved over the last two years because city heating plants(especially in Belgrade) have been temporarily operating with profit(unusually mild winters, with a sharp drop in the price of gas not accompanied by a drop in the price of heating for end users).
