In late 1848, Karam Khan was killed whilst asleep, by his half-brother Fatteh Khan. Shungrasoobyer's talents were spotted by the then Diwan, Sir T. Madhava Rao,who appointed him Deputy Sheristadar of Police. Shungrasoobyer served as the Director of Vernacular Education and as Boundary Commissioner, helped resolve a boundary dispute between Travancore and the Kingdom of Cochin.
In November 1960, Chalam was head hunted to join the Ministry of Food andAgriculture in the Union Government as the Deputy Agricultural Commissioner. In this capacity, he organised several seed production and training programmes in the country in collaboration with the Rockefeller and Ford Foundations. Chalam was one of the main draftsmen of the Seed Law for India which came to be known National Seed Act(1966).
