What message would we send if we failed to conclude this conciliation with an agreement?
Earlier in this conciliation, Swedish snuff was discussed, and we believe that a good solution has been arrived at in this area too.
Mrs Isler Béguin has already done a brilliant job of summing up all the progress made by this conciliation.
I will conclude by saying that the political balance of this conciliation is, in my opinion, entirely satisfactory.
Mr President, ladies and gentlemen, Commissioner,there is talk in this Chamber of who the winners in this conciliation are.
Once we have successfully implemented this conciliation, we shall also have opportunities to create a better environment in Europe, and in that way we are serving all citizens.
From Parliament' s point of view,I think we should greet the result of this conciliation with great satisfaction.
This conciliation has seen 15 new provisions introduced into the common position, so it cannot be maintained seriously that Parliament's rights have been trampled on.
We are now going to conciliation and, President-in-Office, both the Council andParliament have the task of ensuring that this conciliation is successful.
Mr President, for those of us who have sat through the discussions in this conciliation, Mr Ebner's comments have come as a welcome and positive contribution to our deliberations.
Indeed this conciliation overcomes the technicalities of the legal text and stresses the strong will and the mutual commitment of the European Parliament, the Council and the Commission to the protection of health and consumers' interests.
I know that he cannot be with us this evening, but I thank him,as well as his services, for having helped us to carry this conciliation through to a successful conclusion.
We have therefore reached the final part of this conciliation, of these three stages and, as has already been pointed out, the problem that still needed to be settled did not concern the substances, but the products which may contain these substances.
For all these reasons, I appeal to the Members of this House to support the results of this conciliation process and finally to adopt this important piece of legislation.
I would merely thank the rapporteur, the chairman of the committee, Mr Scapagnini, andall the colleagues who participated with such commitment. I invite the House to demonstrate its wholehearted support for the outcome of this conciliation.
Mr President, I hope that tomorrow this Parliament will support the result of this conciliation, and I would like once again to thank the chairperson, Mrs Cederschiöld, and the rapporteur, Mr Lisi.
Mr President, the Commission welcomes the Conciliation Committee's adoption of a joint text on the recognition of qualification. And, on behalf of the Commission, I should like to thank Mrs Gebhardt in particular, as well as the chairman andmembers of Parliament's delegation to this Conciliation Committee, for all the work they have done over the past four months to obtain this joint text.
Therefore, what was said at this conciliation conflicts with what was discussed and decided at Vienna: grand statements and the new proposed pact for jobs, but no specific initiative just at the very moment when conciliation was coming to a close.
Mr President, ladies and gentlemen, I first want to congratulate Mr Piecyk and all of you who have taken part in this debate, andalso the Council for having concluded this conciliation, which we have all wanted to come to an end as soon as possible.
I hope- Commissioner, Mr President, Mrs Maes andother Members who were involved in this conciliation- that we can use the conciliation procedure relating to your report in order to ensure that the points which Parliament pressed home in the light of recent events- and unfortunately, our decision-making is often, if not too often, disaster-driven- will be emphasised.
Rapporteur.-(FR) Madam President, Commissioner, ladies and gentlemen, we have come to the end of a particularly long journey,and, in order to conclude this conciliation on the financial instrument for the environment(Life+), I should like first of all to thank my fellow shadow rapporteurs: Mrs Gutiérrez-Cortines, Mrs Ries and Mrs Lienemann.
I would like to thank the honourable Members and the Council for the work they have done, andI hope that tomorrow you can support the result of this conciliation, the application of which, I will insist, is extremely urgent, not only an informal application as is the case at the moment, since it is already being applied, but in a full sense so that it may have full effect.
I therefore believe that we have done some very good work, Madam President, and, once again, I am grateful to everyone, to the Council and to the Commission,for having been able to conclude this conciliation, and for having done so, I might add, along the lines proposed by Parliament, for the good of our fellow citizens, because we are here to represent our fellow citizens.
