Delegated acts are used to supplement or amend EU laws.
The CDPC shall, as appropriate, facilitate the consultations referred to in paragraph 1 andtake the measures necessary to assist the Parties in their efforts to supplement or amend the Convention.
Article 290 TFEU gives the Commission the power to supplement or amend certain non-essential elements of its rules.

(62) The Commission should have the power to adopt delegated acts in accordance with Article 290 of the Treaty in orderto supplement or amend certain non-essential elements of this Regulation.
(10)The Treaty of Lisbon introduced the possibility for the legislator to delegate power to the Commission to adopt non-legislative acts of general application to supplement or amend certain non-essential elements of a legislative act.
