The National Uniform Interfaces.
Communication infrastructure between the central system and National Uniform Interfaces.
Eu-LISA shall be responsible for the development of the Central System,the National Uniform Interfaces, the Communication Infrastructure and the Secure Communication Channel between the EES Central System and the VIS Central System.
A secure communication infrastructure between the central system and the national uniform interfaces.
The technical specifications and their evolution as regards the Central Unit,the Back-up Central Unit, the Uniform Interfaces, and the Communication Infrastructure shall be defined by the Agency after receiving a favorable opinion of the Commission.
The Agency shall be responsible for the operational management of the Central Unit,the Back-Up Central Unit, and the Uniform Interfaces.
The Agency shall be responsible for the development of the Central Unit,the Back-Up Central Unit, the Uniform Interfaces including the Network Entry Points and the Communication Infrastructure.
Following the entry into operations of the ETIAS, eu-LISA shall be responsible for the technical management of the Central System andthe National Uniform Interfaces.
The Commission shall adopt the following measures necessary for the development andtechnical implementation of the Central System, the Uniform Interfaces, and the Communication Infrastructure including specifications with regard to:.
Eu-LISA shall be responsible for the operational management of the Central System, the Secure Communication Channel between the EES Central System and the VIS Central System andthe National Uniform Interfaces.
The Central Unit, the Back-up Central Unit, the Uniform Interfaces, and the Communication Infrastructure shall be developed and implemented by the Agency as soon as possible after entry into force of this Regulation and adoption by the Commission of the measures provided for in Article 23(1).
Following the entry into operations of the ETIAS, eu-LISA shall be responsible for the technical management of the Central System,the National Uniform Interfaces and the ETIAS Watchlist.
Eu-LISA shall develop and implement the Central System, the National Uniform Interfaces, the Secure Communication Channel between the EES Central System and the VIS Central System, and the Communication Infrastructure as soon as possible after the entry into force of this Regulation and the adoption by the Commission of the measures provided for in Article 33.
Eu-LISA shall also be responsible for the operational management of the Communication Infrastructure between the Central system andthe National Uniform Interfaces and for the web-service referred to in Article 12.
The VIS Central System, the national uniform interfaces, the web service, the carrier gateway and the VIS communication infrastructure shall share and re-use as much as technically possible the hardware and software components of respectively the EES Central System,the EES national uniform interfaces, the ETIAS carrier gateway, the EES web service and the EES communication infrastructure.
The Commission shall adopt the following measures necessary for the development and technical implementation of the Central System,the National Uniform Interfaces, and the Communication Infrastructure, in particular measures for:.
The EES should consist of a Central System, which will operate a computerised central database of biometric and alphanumeric data,a National Uniform Interface in each Member State, a Secure Communication Channel between the EES Central System and the VIS Central System and the Communication Infrastructure between the Central System and the National Uniform Interfaces.
Costs incurred in connection with the integration of the existing national infrastructures and their connection to the national uniform interfaces as well as in connection with hosting the national uniform interfaces shall be borne by the general budget of the Union.
Without prejudice to Article 58, the Commission shall ensure that each Member State is provided with sufficient financial support with a view to integrating the existingnational border infrastructures with the EES via the National Uniform Interfaces.
Eu-LISA shall define the design of the physical architecture of the system including its Communication Infrastructure as well as the technical specifications andtheir evolution as regards the Central System, the Uniform Interfaces, the Secure Communication Channel between the EES Central System and the VIS Central System and the Communication Infrastructure, which shall be adopted by the Management Board, subject to a favourable opinion of the Commission.
This financial support would cover not only the costs of central components for the entire MFF period(EUR 288 million- at EU level, both development and operational cost via indirect management) but also the costs for the integration of the existing national borderinfrastructures in Member States with the EES via the National Uniform Interfaces(NUI)(EUR 120 million- via direct management).
Six months after the entry into force of this Regulation and every six months thereafter during the development phase of the EES, eu-LISA shall submit a report to the European Parliament andthe Council on the state of play of the development of the Central System, the Uniform Interfaces and the communication infrastructure between the Central System and the Uniform Interfaces. .

With a view to facilitating the general coordination of theimplementation, eu-LISA will develop not only the central system but also a common national uniform interface(NUI) to be used by all member states to link their existing national border IT infrastructure.
