Na sastanke Vijeća guvernera pozivaju se kao promatrači i predstavnici država članica čija valuta nije euro, koje na ad hoc osnovi sudjeluju uz EMF u pružanju potpore za stabilnost državi članicičija je valuta euro, kada se na sastanku raspravlja o toj potpori za stabilnost i njezinu praćenju.
