The beneficiary of a basic quota;
The basic quotas allocated shall be expressed in terms of white sugar.

Point 1, which constitutes the Framework Agreement,fixes the global basic tariff quota at 2 100 000 tonnes for 1994 and 2 200 000 tonnes for 1995 and the following years.
I would however recall that under the'Banana' protocol annexed to the association agreement with overseas countries and territories, which itself is annexed to the Treaty of Rome,the Federal Republic of Germany is authorized to open a basic tariff quota each year for dutyfree imports of bananas.
