With regard to the specific supply arrangements,the Commission is required to legislate for what are often only modest variations in the quantities of products to be supplied in the outermost regions.
As a transitional measure and until the new mobilization Regulation is adopted by the Commission, Commission Regulation(EEC)No 2200/87 of 8 July 1987 laying down general rules for the mobilization in the Community of products to be supplied as Community food aid(8) shall continue to apply.
The call for tenders shall specify the nature and characteristics of the product to be supplied.
For this purpose he shall inform the agency of the places where the product to be supplied is stored or packaged, where applicable, as well as indicating the port of loading, the ship and the date of loading at the port. Article 8.
The following is added to the first subparagraph:"The product to be supplied shall be either the product withdrawn from intervention stocks in unprocessed form or after packaging and/or processing, or a product mobilised on the market by withdrawing a product from intervention stocks in payment for the supply.";
It therefore set a margin of preference in government purchases, favoring domestic producers by up to 25%,considering that the price of the product to be supplied now considered aspects such as generation of employment and income, impact on tax revenues, and other factors.
Depending on the conditions laid down for a particular supply, the product to be supplied shall be purchased in the Community, the recipient country or a developing country listed in the Annex to Regulation(EC) No 1292/96, belonging if possible to the same geographical region, in accordance with the provisions of Article 11 of that Regulation.
