Where a Member State intends to take orhas taken measures pursuant to Articles 7 and 10 which restrict the placing of a product onto or require its withdrawal from the market,the Member State shall, to the extent that such notification is not required under any specific Community legislation governing the particular product or product sector concerned, immediately inform the Commission of any such measure, indicating the reasons for adopting it.
