On the basis of the assessment of conformity and/or suitability for use, the manufacturer's declaration of conformity should be sufficient.

For a project including elementsnot being TSI conform, the procedures for the assessment of conformity and EC verification to be applied should be agreed with the Member State.
This Directive should therefore be complementary to the objectives pursued insuch Union product-specific legislation, and should include durability as an objective criterion for the assessment of conformity of goods.
The relevant implementing rules for interoperability shall identify, where appropriate,the tasks pertaining to the assessment of conformity or suitability for use of constituents to be carried out by the notified bodies referred to in Article 8.
Where so required by the TSIs, the assessment of conformity or suitability for use of an interoperability constituent shall be appraised by the notified body with which the manufacturer or his authorized representative established within the Community has lodged the application.
When module F of Annex II to Decision No 768/2008/EC is used,the procedure described in Annex VII to this Directive shall apply for the assessment of conformity with the exhaust emission requirements.
Where the conformity assessment body subcontracts specific tasks connected with the assessment of conformity or has recourse to a subsidiary, it shall ensure that the subcontractor or the subsidiary meets the requirements set out in Article[22].
The manufacturer or his authorised representative shall, in order to certify the conformity of machinery with theprovisions of this Directive, apply one of the procedures for assessment of conformity described in paragraphs 2, 3 and 4.
The test fuels used in the assessment of conformity to the exhaust emission limits need to reflect the composition of the fuels used in the relevant market, and therefore the European test fuels must be used in the type approval by the European Union manufacturers.
Where the machinery is not referred to in Annex IV, the manufacturer orhis authorised representative shall apply the procedure for assessment of conformity with internal checks on the manufacture of machinery provided for in Annex VIII.
Whereas the introduction of harmonized methods for the assessment of conformity and the adoption of a common doctrine for their implementation are likely to facilitate the adoption of future technical harmonization directives concerning the placing on the market of industrial products and thus be conducive to the implementation of the internal market;
(22) It is not necessary to affix the CE marking to subsystems subject to the provisions of this Directive but, on the basis of the assessment of conformity following the procedures laid down for this purpose in this Directive, the declaration of conformity will suffice.
Where the provisions of paragraph 1 have been complied with, and the results of the inspection and verification are satisfactory, the Member State in question may provide endorsement of a claim by a laboratory that it and the tests that it carries out comply with GLP,using the formula'Assessment of conformity with GLP according to Directive 88/320/EEC on…(date)'.
Member States shall notify the Commission andthe other Member States of the bodies responsible for carrying out the procedure for the assessment of conformity or suitability for use referred to in Article 13 and the checking procedure referred to in Article 18, indicating each body's area of responsibility.
Where the provisions of paragraph 1 have been complied with, and the results of the inspection and verification are satisfactory, the Member State in question may provide endorsement of a claim by a laboratory that it and the tests that it carries out comply with GLP,using the formula"Assessment of conformity with GLP according to Directive 2004/9/EC on…(date)".
Member States shall notify to the Commission andthe other Member States the bodies responsible for carrying out the procedure for the assessment of conformity or suitability for use referred to in Article 13 and the verification procedure referred to in Article 18, indicating each body's area of responsibility, and the identification numbers obtained in advance from the Commission.
In order to facilitate the assessment of conformity with safety and quality requirements it is necessary to provide for a presumption of conformity for CE marked fertilising products which are in conformity with harmonised standards that are adopted in accordance with Regulation(EU) No 1025/2012 of the European Parliament and of the Council30.
