(5) The Regulation is in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
(9) A driver attestation cannot be adequately introduced by the Member States and can therefore be better introduced at Community level,in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
(23) In accordance with the principle of subsidiarity as set out in Article 5 of the Treaty, the objectives of the proposed action cannot be sufficiently achieved by the Member States and can therefore be better achieved by the Community.
Since this objective may be better achieved at Community level,the Community may adopt measures in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
The Union may therefore adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union, including moving from a separate entity approach to a unitary approach as regards the taxation of multinational enterprises.
For this reason, the objectives of this Regulation can be better achieved at the Union level;the Union may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union.
Since the objective of this Regulation, namely to establish rules for a simple and rapid mechanism for the recognition of protection measures ordered in a Member State in civil matters, cannot be sufficiently achieved by the Member States and can therefore be better achieved at Union level, the Union may adopt measures,in accordance with the principle of subsidiarity as set out in Article 5 TEU.
(16) Since the objective of this Regulation cannot be sufficiently achieved by the Member States and can be better achieved at Union level,the Union may adopt measures in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union.
Since the objectives of this Regulation cannot be sufficiently achieved by the Member States because of the differences between the national laws and provisions and can therefore be better achieved at Community level, the Community may adopt measures,in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
(68)Since the objectives of this Regulation cannot be sufficiently achieved by the Member States but can rather be better achieved at Union level, the Union may adopt measures,in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union.
(23) Since the general objectives of the proposed action cannot be sufficiently achieved by the Member States and can therefore, by reason of the scale or effects of the action, be better achieved at Community level, the Community may adopt measures,in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
(16) Since the objectives of this Regulation cannot be sufficiently achieved by the Member States acting alone and can therefore, by reason of the scale and effects of the actions to be financed under the Programme, be better achieved at Union level,the Union may adopt measures in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union and the Treaty on the Functioning of the European Union.
(14) Since, for those reasons, the objectives of this Directive cannot be sufficiently achieved by the Member States acting alone and can therefore be better achieved at Community level,the Community may adopt measures in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
Since the objectives of the action to be taken cannot be sufficiently achieved by the Member States and can, therefore, by reason of the scale or effects of the action, be better achieved at Community level,the Community may adopt measures in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
Since the objective of this Regulation cannot be sufficiently achieved by the Member States and can therefore, by reason of the scale and effects of this Regulation, be better achieved at Community level,the Community may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
(7) Given that the complete harmonisation of the timetable for the summer-time period with a view to facilitating transport and communications cannot be sufficiently achieved by the Member States and can therefore be better achieved at Community level, the Community may take measures,in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
Since the objectives of the measures laid down in this Decision cannot all be sufficiently achieved by the participating countries and can therefore, by reason of the scale and the effect of the action, be better achieved at Community level,the Community may adopt measures in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
(10) Since the objective of this Directive cannot be sufficiently achieved by the Member States, because of the lack of any coordination of national systems for the taxation of savings income, and can therefore be betterachieved at Community level, the Community may adopt measures in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
Since the objectives of the action to be taken regarding the simplification, modernisation and harmonisation of the VAT invoicing rules cannot be sufficiently achieved by the Member States and can therefore be better achieved at Community level,the Community may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
Since the objectives of this Regulation cannot be sufficiently achieved by the Member States and can therefore, by reason of the scale or effects of the action, be better achieved at Community level,the Community may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
(19) Since the objectives of this Decision cannot be sufficiently achieved by the Member States alone due to the cross-border dimension of those threats and can, therefore, be better achieved at Union level,the Union may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union.
Since the objectives of feed and food safety and a smooth functioning of the internal market for feed cannot be sufficiently achieved by the Member States and can therefore be better achieved at Community level,the Community may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
(23) Since the objective of the proposed action, namely to implement the. eu TLD, cannot be sufficiently achieved by the Member States and can therefore, by reason of the scale and effects of the action, be better achieved at Community level,the Community may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
Since the objectives of the action to be taken cannot be sufficiently achieved by the Member States alone due to the cross-border aspects of those threats and can therefore, for reasons of effectiveness, be better achieved at EU level, the EU may adopt measures,in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union.
The objective of this Directive, namely the modernisation of Community law on the organisation of working time and enhancing its enforceability, cannot be sufficiently achieved by Member States and can, therefore be better achieved at Community level;the Community may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
Since the objective of this directive of improving the safety of medicines placed on the market in the Community in a harmonised way across the Member States cannot be sufficiently achieved by the Member States and can be better achieved at Community level, the Community may adopt measures,in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
Since the objectives of this Directive, namely the rationalisation, simplification and improvement of the rules for the recognition of professional qualifications, cannot be sufficiently achieved by the Member States and can therefore be better achieved at Community level, the Community may adopt measures,in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
(22) Since the objectives of the proposed action, namely the enhancing of the safety and efficiency of maritime traffic, cannot be sufficiently achieved by the Member States and can therefore, by reason of the scale or effects of the proposed action, be better achieved at Community level, the Community may adopt measures,in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
(29) Since the objective of this Regulation, namely to lay down minimum common requirements and harmonised rules concerning the conduct of roadworthiness tests of vehicles within the Union, cannot be sufficiently achieved by the Member States and can therefore be better achieved at Union level,the Union may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
