There has also been a growing confusion in thepractice of a number of States between admissibility procedures and accelerated procedures.

Claims raising questions relating to exclusion from refugee status or to the application of the so-called" internal flight alternative",have increasingly been treated as manifestly unfounded and handled under accelerated procedures, rather than benefiting from the full procedure, as should have been the case.
(a) Allow sufficient time for asylum seekers, especially those in the accelerated procedures, to fully indicate the reasons for their application and obtain and present crucial evidence in order to guarantee fair and efficient asylum procedures in order to ensure that the legitimacy of applications for protection by refugees and other persons in need of international protection is duly recognized and refoulement is prevented;
(12) The Committee notes the lack of clarity as to the implications and consequences of the amendment to theAliens Act of July 2000 providing for accelerated procedures in the case of asylum-seekers with manifestly ill-founded claims and applications by aliens from a" safe" country, as regards both the suspensive effect of an appeal and the legal protection available to asylum-seekers.
