This proposal to develop draft basic policy guidelines was endorsed by the SubCommission in its resolution 1992/29, which requested the Secretary-General to prepare such policy guidelines, which could serve as a basis for a continued dialogue between human rights bodies and the international financial institutions.
The Commission also decided to invite various bodies, including the Committee,to provide comments on the preliminary set of basic policy guidelines compiled by the Secretary- General.

Since 1967, the Governments of Israel have openly led and directly participated in the planning, construction, development, consolidation and/or encouragement of settlements by includingexplicit provisions in the fundamental policy instrument(basic policy guidelines), establishing governmental structures and implementing specific measures.

However, in June 1996, the Government issued its basic policy guidelines, which stated that" settlement in the Negev, the Galilee, the Golan Heights, the Jordan Valley, and in Judea, Samaria(West Bank) and Gaza is of national importance to Israel ' s defence and an expression of Zionist fulfilment.
Although the Subcommission in its resolution1994/37 requested the Secretary-General to complete the preparation of basic policy guidelines, this is the first report and contains only a preliminary set of guidelines. .
In the report of the Secretary-General containing a preliminary set of basic policy guidelines on structural adjustment programmes and economic, social and cultural rights submitted to the Sub-Commission at its forty-seventh session(E/CN.4/Sub.2/1995/10), the Secretary-General listed, inter alia, the following general guidelines, formulated by the international community in resolutions of the Commission on Human Rights, at the World Conference on Human Rights and the World Summit on Social Development, relating to the conduct of economic and financial relations between States.
The Special Rapporteur would also like to draw attention to thereport by the SecretaryGeneral entitled" Preliminary set of basic policy guidelines on structural adjustment programmes and economic, social and cultural rights"(E/CN.4/Sub.2/1995/10).
In addition,the report of the Secretary-General in paragraphs 193 to 196 contains basic policy guidelines for both short-term or intermediate measures as well as for long-term measures necessary for an equitable and durable solution to the problem of foreign debt.
The Commission on Human Rights and the Sub- Commission on Prevention of Discrimination and Protection of Minorities haveasked the human rights bodies to prepare basic policy guidelines on structural adjustment as a basis for dialogue with the international financial institutions.
The Commission on Human Rights, in its resolution 1993/14, requested the Secretary-General to prepare basic policy guidelines on structural adjustment and economic, social and cultural rights, which could serve as a basis for a continued dialogue between human rights bodies and the international financial institutions.
The Committee also took note of the consideration given by the Commission on Human Rights, in its resolution 1993/14 of 26 February 1993, to the conclusions of the expert seminar,as well as of the request to the Secretary-General to prepare basic policy guidelines on structural adjustment and economic, social and cultural rights which would serve as a basis for a continued dialogue between human rights bodies and the international financial institutions.
The Commission on Human Rights, in its resolution 1993/14, requested the Secretary-General to prepare basic policy guidelines on structural adjustment and economic, social and cultural rights which could serve as a basis for a continued dialogue between human rights bodies and the international financial institutions.
Since its forty-third session in 1991, the Sub-Commission has concerned itself with the negative effects of structural adjustment programmes upon the realization of economic,social and cultural rights and has requested the Secretary-General to prepare basic policy guidelines on structural adjustment and economic, social and cultural rights, which could serve as a basis for a continued dialogue between human rights bodies and the international financial institutions.
(b) To extend the mandate of the independent expert by requesting him to:(i) assist the working group in the fulfilment of its mandate,in particular by elaborating draft basic policy guidelines on SAPs; and(ii) monitor new developments, including actions and initiatives being taken by international financial institutions, other United Nations bodies, intergovernmental and non- governmental organizations with respect to structural adjustment policies and human rights, and to submit a revised report to the working group at its third session;
At the present session,the Subcommission will have before it a report of the Secretary-General on basic policy guidelines(E/CN.4/Sub.2/1995/10) and a background document on international labour and trade union rights(E/CN.4/Sub.2/1995/11).
Consequently, the Special Rapporteur intends to pay special attention to this issue andwill take advantage of the preliminary set of basic policy guidelines contained in the report of the Secretary-General prepared in pursuance of resolution 1994/37(E/CN.4/Sub.2/1995/10).
