Mr. Buffa(Paraguay), speaking on agenda items 91(c) and(f), said that the particular needs and problems of landlocked developing countries had been brought to light at the International Ministerial Conference held in Almaty, Kazakhstan.

Paraguay had full diplomatic, trade and cultural relations with Taiwan, which it valued highly. It believed that the matter should be resolved on the basis of the principle of universality and international law, and that the international community could no longer avoid dealing with the issue.
