They should join the Common Fund for Commodities, and provide it with the resourcesnecessary to assist developing countries confronting commodity-related problems.

Commodity-related problems raise systemic issues that need to be addressed through coherent and concerted actions at the national level, and regional and multilateral levels.
The aim is to explore different approaches towards resolving commodity-related problems as well as initiate a process of sustained economic growth towards the goal of poverty eradication.
Diversification, improved market access conditions and more effective producer-consumer cooperationwere the most important strategic objectives in resolving commodity-related problems.
With regard to effective multi-stakeholder partnerships to resolve commodity-related problems in extractive industries, a description was given of the Mining Policy Framework of the Intergovernmental Forum on Mining, Minerals, Metals and Sustainable Development.
Paragraph 93(c) of the Accra Accord states:" Contribute to building effective multi-stakeholder partnerships with aview to identifying innovative approaches to resolving commodity-related problems.".
More attention should therefore be given to commodity-related problems and the functioning of the worldwide commodity market on the occasion of the Africa-hosted UNCTAD IX. The current world market was characterized by an almost complete failure of international commodity agreements, a malfunctioning of the Common Fund for Commodities, and chronic instability of commodity prices.
UNCTAD should continue its efforts to integrate the Global Initiative on Commodities,a tangible strategy-oriented input of civil society on commodity-related problems.
The underperformance of these economies could also be attributed to the failure of the prevailinginternational economic system to resolve outstanding commodity-related problems, in particular ensuring that trade takes place on a much more level playing field.
Pursuant to the mandate contained in paragraph 93(c) of the Accra Accord, UNCTAD should" Contribute to building effective multi-stakeholder partnerships with aview to identifying innovative approaches to resolving commodity-related problems".

In accordance with paragraph 90(c) of the Accra Accord, UNCTAD contributed to building effective multi-stakeholder partnerships with aview to identifying innovative approaches to resolving commodity-related problems.
The third session(23- 25 March 2011) focused on the identification of policy actions that mitigate the impact of highly volatile prices on the incomes of CDDCs,as well as an examination of new approaches to resolving commodity-related problems based on effective multi-stakeholder partnerships.
In paragraph 93(c), it states that UNCTAD should" contribute to building effective multi-stakeholder partnerships with aview to identifying innovative approaches to resolving commodity-related problems".
These included the provision of assistance, on a national or regional basis, in vertical and horizontal diversification as well as in related human capacities; creation of self-financing mechanisms for commodity diversification activities; and effectively addressing the weak technological base,market access problems and other commodity-related problems. .
During this session, experts reviewed and addressed, among other issues,(a) current developments and challenges and the outlook in the commodity markets;(b) policy actions to mitigate the impact of highly volatile prices on the incomes of commodity-dependent countries; and(c)new approaches to resolving commodity-related problems based on effective multi-stakeholder partnerships.
They focused on, among other issues,(a) developments and challenges in commodity markets, with a focus on emerging issues, and policy and development implications such as the green economy, climate change and technology;(b) salient features in key commodity sectors and markets from a development perspective based on key presentations by industry analysts and representatives of international organizations and commodity bodies; and(c)new approaches to resolving commodity-related problems based on effective multi-stakeholder partnerships.
The secretariat prepared three background notes covering(a) Recent developments in key commodity markets: trends and challenges(TD/B/C. I/MEM.2/13);(b) Policy actions to mitigate the impact of highly volatile prices and incomes on commodity-dependent countries, and to facilitate value addition and greater participation in commodity value chains by commodity-producing countries(TD/B/C. I/MEM.2/14);(c)Innovative approaches to resolving commodity-related problems based on effective multi-stakeholder partnerships(TD/B/C. I/MEM.2/15).

I/MEM.2/13);(b) Policy actions to mitigate the impact of highly volatile prices and incomes on commodity-dependent countries, and to facilitate value addition and greater participation in commodity value chains by commodity-producing countries(TD/B/C. I/MEM.2/14); and(c)Innovative approaches to resolving commodity-related problems based on effective multi-stakeholder partnerships(TD/B/C. I/MEM.2/15).
In this context, strong public- private partnerships, as well as active civil society participation,are critical to addressing commodity-related development problems.
However, there is still no adequate solution to the problem in sight and relevant international commodity-related counter-cyclical financing facilities are also lacking.14.
