I use that word because Mr. Covic used it I think, three times.
More visible progress needs to bemade in fulfilling other commitments made under the Covic Plan.

I would, with your permission, Sir, say a few words in response to the first andsecond statements of my friend Mr. Covic.
Finally, Mr. Covic said that there had been no response to the invitations for dialogue from President Tadic and Prime Minister Kostunica.
The Council again stressed the importance of full implementation of the Covic plan for Southern Serbia, including the introduction of confidence-building measures.
Secondly, Mr. Covic expressed concern over the quality of democracy in a place where the minority- the Kosovo Serbs- risks being outvoted.
I should like to thank the Secretary-General for his report and Mr.Jessen-Petersen for his briefing, and to thank Mr. Covic for his introduction.
Mr. Covic emphasized the continuing relevance of the provisions in the Common Document of the Federal Republic of Yugoslavia and UNMIK, and he called for the Council ' s full support for its implementation.
An agreement in principle was reached at meetings my Special Representativeheld in Belgrade on 6 July with Mr. Covic and the Serbian Justice Minister, Vladan Batic.
Mr. Covic made the position of Serbia and Montenegro known to the Council, stressing that the cornerstone of Belgrade ' s policy was that the State ' s borders could not be changed, and its sovereignty and territorial integrity could not be questioned.
The Special Representative is hopeful that they will consider returning again in the spring,but is concerned that this will depend on further progress in implementing the Covic Plan.
The Special Representative noted the good progressmade in implementing the terms of the political settlement(the" Covic Plan") to improve the social, economic and political rights situation for ethnic Albanians in southern Serbia.
Let me also welcome the participation in today ' s meeting of the President of the Coordination Centre of Serbia and Montenegro andof the Republic of Serbia for Kosovo and Metohija, Mr. Nebojsa Covic.
President Covic ' s removal took place relatively quietly, without any significant interruption in the exercise of government or the reform process and, on 9 May, the House of Peoples confirmed Ivo Miro Jovic as the new Croat member of the Presidency.
He is of the view that a continued and active presence of United Nations agencies, such as the OHCHR and other humanitarian and development-based agencies,will be important in ensuring proper implementation of the Covic Plan over the short to medium term.
In July, the leaders of both the Croatian Democratic Union of Bosnia and Herzegovina(HDZ BiH) and HDZ 1990, Dragan Covic and Bozo Ljubic, respectively, made the almost identical comment that a(presumably Croat-dominated) third entity was an option.
At the invitation of the President, Mr. Covic(President of the Coordination Centre of Serbia and Montenegro and of the Republic of Serbia for Kosovo and Metohija) took a seat at the Council table; the representatives of the other aforementioned countries took the seats reserved for them at the side of the Council Chamber.

On 17 February, the Force Commander, Major General Virgil Packett,sent a letter to Dragan Covic, the Bosnian-Croat tri-Presidency member, ordering him to discharge six officers from the Bosnian-Croat component of the army of the Federation of Bosnia and Herzegovina immediately.

Beyond the agreements on the disarmament of the UCPMB and the relaxation of the GSZ, the core of the agreement on a peaceful solution to the conflict was a plan presented by the Government for a series of measures to improve the social,economic and political rights of ethnic Albanians in southern Serbia(the" Covic Plan").
I want to reassure Mr. Covic and the members of the Council that the moment that the Kosovo Serbs are encouraged to take their seats in the democratic institutions, they will, of course, be invited to join the Forum, but we cannot invite them into the Forum as along as they are not members of the Assembly, because we have invited the political parties represented in the Assembly.
On the same day, the Mission, accompanied by the Principal Deputy Special Representative, had separate meetings in Belgrade with the President of the Federal Republic of Yugoslavia, VojislavKostunica, the Prime Minister of Serbia, Zoran Djindjic, and the Deputy Prime Minister of Serbia and President of the Coordination Centre of the Federal Republic of Yugoslavia and the Republic of Serbia for Kosovo and Metohija, Nebojsa Covic.
