Lengthy negotiations between UNMIK and Head of the Coordination Centre, Nebojsa Covic, culminated on 26 March in the transfer to Kosovo of 146 Kosovo Albanian detainees from Serbia proper.
I thank Mr. Nebojsa Covic, President of the Coordination Centre of Serbia and Montenegro and of the Republic of Serbia for Kosovo, for his presence and for his statement.
The Special Representative is hopeful that they will consider returning again in the spring, butis concerned that this will depend on further progress in implementing the Covic Plan.

I shall now give the floor to Mr. Nebojsa Covic, President of the Coordination Centre of Serbia and Montenegro and of the Republic of Serbia for Kosovo and Metohija.
On 27 May, the Council held a public meeting on the situation in Kosovo, on the basis of the report of the Secretary-General(S/2005/335 and Corr.1) and in the presence of the President of the Coordination Centre of Serbia and Montenegro and of the Republic of Serbia for Kosovo and Metohija,Nebojsa Covic.
First of all, Mr. Covic mentioned as an example of freedom of movement being respected on the Kosovo Serb side that one Albanian Resident, a judge in northern Mitrovica, goes to work every day.
These include the three photographs by Andrej Isakovic, photojournalist of the NIN Weekly,Bernard Covic of the Zagreb-based newspaper"Glas Koncila", and Marko Jurinec from the Croatian photo agency"Pixel".
Mr. Covic emphasized the continuing relevance of the provisions in the Common Document of the Federal Republic of Yugoslavia and UNMIK, and he called for the Council's full support for its implementation.
In July, the leaders of both the Croatian Democratic Union of Bosnia and Herzegovina(HDZ BiH) and HDZ 1990,Dragan Covic and Bozo Ljubic, respectively, made the almost identical comment that a(presumably Croat-dominated) third entity was an option.
At the invitation of the President, Mr. Covic(President of the Coordination Centre of Serbia and Montenegro and of the Republic of Serbia for Kosovo and Metohija) took a seat at the Council table; the representatives of the other aforementioned countries took the seats reserved for them at the side of the Council Chamber.
At a public meeting held by the Security Council on 18 August 2003 on the situation in Kosovo, the Deputy Prime Minister of the Republic of Serbia andPresident of the Coordinating Body for Kosovo, Nebojsa Covic, delivered a statement on the latest developments in the situation in Kosovo.
My Special Representative made it clear to Mr. Covic and to the authorities of the Federal Republic of Yugoslavia that such"cantonization" or"territorialization" was not a feasible option.

Political engagement between Tihic and Covic at the national level did not translate into agreement between the two largest Bosniak and Croat parties on the election of a new mayor in Mostar.
