Against this background, my personal assessment is that the informal open- ended consultations on the improved and effective functioning of the CD were useful, constructive andreflected the shared desire to continue in the future the consultations to improve the effectiveness of the functioning of the CD.

Taking note of this challenge, the Governing Council of UNHabitat at its twenty-second session requested the Secretariat, jointly with the Committee of Permanent Representatives, through its resolution 22/5 of 3 April 2009, to review the governance of UN-Habitat, with a view to identifying ways to improve the transparency, accountability,efficiency and effectiveness of the functioning of the organization ' s existing governance structure;
Noting the request of the Governing Council of UN-Habitat in its resolution 22/5 for a joint examination of the governance of UN-Habitat with a view to identifying and implementingways to improve the transparency, accountability, efficiency and effectiveness of the functioning of the existing governance structure and to identify options for any other potential relevant changes for consideration by the Governing Council at its twenty-third session and for the Executive Director to begin work on terms of reference for this exercise.
In paragraph 103 of its resolution 54/249, the General Assembly decided to re-establish the unit for landlocked developing countries and small island developing States within the Office of the Special Coordinator, and to establish one P-5, two P-4, one P-3 and three General Service posts related thereto,and requested the Secretary-General to report on the effectiveness of the functioning of the unit before the end of the biennium 2000-2001.
Noting the request of the Governing Council of UN-Habitat in its resolution 22/5 of 3 April 2009 for a joint examination of the governance of UN-Habitat with a view to identifying and implementing ways toimprove the transparency, accountability, efficiency and effectiveness of the functioning of the existing governance structure and to identify options for any other potential relevant changes for consideration by the Governing Council at its twenty-third session and for the Executive Director to begin work on terms of reference for this exercise.
Recalling also its resolution 22/5 of 3 April 2009, by which it requested the Executive Director and the Committee of Permanent Representatives to undertake jointly an examination of the governance of the United Nations Human Settlements Programme with a view to identifyingand implementing ways to improve the transparency, accountability, efficiency and effectiveness of the functioning of the existing governance structure and to identify options for any other potential relevant changes.
At its fifty-fourth session, the General Assembly decided to re-establish the unit for landlocked developing countries and small island developing States within the Office of the Special Coordinator for Least Developed, Landlocked and Island Developing Countries and to establish seven related posts,and requested the Secretary-General to report on the effectiveness of the functioning of the unit before the end of the biennium 2000-2001(resolution 54/249, sect. IV).
In the area of inter-agency coordination, the Department provides a useful link to specialized agencies in obtaining clear, effective and coherent policy guidance from the Economic and Social Council andsupports the effectiveness of the functioning of the Administrative Committee on Coordination and strengthening the interaction between the Council and the Administrative Committee.
Following submission of the Executive Director ' s report responding to that request, by its resolution 22/5, the Governing Council requested joint action by the Committee of Permanent Representatives and the Executive Director to" identifyand implement ways to improve the transparency, accountability, efficiency and effectiveness of the functioning of the existing governance structure", and to present options for consideration by the Governing Council at its 23rd session.
