(h) Underscored the importance of assistingdeveloping countries with low forest cover and those with fragile forest ecosystems in their efforts in respect of capacity-building that would facilitate the development and transfer of environmentally sound technologies to address those needs;
Recognizing the special needs and requirements of Africa, the least developed countries, low forest cover countries, high forest cover countries, medium forest cover countries, high forest cover, low deforestation rate countries and small island developing States,as well as countries with fragile forest ecosystems.
(i) Urged countries to recognize the special importance of imports of forest products for countries with low forest cover and fragile forest ecosystems, and small island developing States to satisfy their needs forforest products and services to assist them in expanding and rehabilitating their forest cover.
These destructive actions include: unsustainable use of forest lands for economically driven activities, exploitation of forest environments with no effort to avert the negative effects, exploitation of forest inhabitants,deforestation of fragile forests for short-term economic ventures, and the relocation of native forest-dwelling people and the subsequent weakening of their cultural heritage.
(h) Urged countries to recognize the special importance of imports of forest products for countries with low forest cover and fragile forest ecosystems, and small island developing States to satisfy their needs for forest products and services to assist them in expanding and rehabilitating their forest cover.
In addition to the possible areas of concern and elements suggested and identified in this documentation, additional issues proposed for further consideration include underlying causes of deforestation and forest degradation;special needs of countries with low forest cover and fragile forest ecosystems; specific needs of communities dependent on forests to meet their subsistence needs; protected areas; forest fires; airborne pollution; participation of interested parties; information-sharing and public awareness; and international cooperation.
The result will be conservation and the regeneration of forest resources in the fragile mountain ecosystem.

The fact that areas under customary tenure are often in fragile arid, mountainous or forest ecosystems has added a special sense of urgency to this issue(see E/CN.17/2000/6/Add.3).

The majority of refugee populations are to be found in the world ' s ecologically fragile areas such as arid and semi-arid regions and tropical rain forest areas.
At the second session of the Forum in 2002, progress in the implementation of the Intergovernmental Panel onForests/Intergovernmental Forum on Forests proposals for action related to forest conservation and protection of unique types of forests and fragile ecosystems were reviewed.
