The Voluntary Fund for the International Decade of the World's Indigenous People, established by the General Assembly by resolution 49/214,provides financial assistance to indigenous projects and programmes during the Decade.
The Group also recommended that US 46,600 be allocated for programmes, on another contingency list,to be implemented by the Indigenous Projects Team of OHCHR, subject to the receipt of official documentation showing that the pledges by Algeria, Australia, Denmark, the Netherlands, Norway, Sweden and Switzerland, amounting to a total of about US 300,000, had been paid and were available in the Fund.
The Group expressed its appreciation for these activities undertaken within the Decade,implemented by the OHCHR Indigenous Projects Team during the period May 2002 to April 2003.
The Voluntary Fund has supported 176 indigenous projects in the following countries: Algeria, Argentina, Australia, Bangladesh, Belize, Bolivia, Botswana, Brazil, Burkina-Faso, Burundi, Cambodia, Canada, Chile, Colombia, Costa Rica, Democratic Republic of the Congo, Ecuador, El Salvador, Ghana, Guatemala, India, Indonesia, Japan, Kenya, Mali, Mexico, Morocco, Myanmar, Namibia, Nepal, New Caledonia, Niger, Nigeria, Pakistan, Panama, Peru, Paraguay, Philippines, Russian Federation, Rwanda, South Africa, Sweden, Thailand, Togo, Uganda, Ukraine, United Republic of Tanzania, United States of America and Venezuela.
However, subject to the availability of funds, a minimum of US$ 50,000 should be setaside for each of the remaining years of the Decade for the organization by the Indigenous Projects Team of at least one workshop or seminar per year.
The Group reiterated its recommendation to the High Commissioner, adopted at the seventhsession, that the regular budget and extrabudgetary resources of OHCHR should cover the costs of workshops and seminars organized by the Indigenous Projects Team.
The list of contributions paid since the seventh session by regular and new donors and duly registered by the United Nations Treasurer is attached as annex I. According to information available at OHCHR, not enough money was available to finance the totality of applications for project grants received for 2003 andnew proposals made by the Indigenous Projects Team for workshops and seminars to be held from May 2003 to April 2004.
Taking into consideration that about US$ 370,000 was available on the first day of the session, the Group recommended that US$ 315,805 should be allocated for projects submitted by indigenous communities and organizations(see annex III)and US$ 50,000 for programmes to be implemented by the Indigenous Projects Team(see para. 20).

The members havebeen requested to submit their comments on the draft to the Indigenous Project Team at OHCHR by the end of May.
(e) The question of the appointment of a consultant to assist the OHCHR Indigenous Project Team.
An indigenous project team has been established within the Office of the High Commissioner for Human Rights to ensure that indigenous issues are dealt with in a consistent and comprehensive manner.
He also referred to his decision to establish,in the light of the restructuring of the Centre for Human Rights, an indigenous project team to coordinate these activities.
The Advisory Groupreiterated its willingness to be consulted by the OHCHR Indigenous Project Team in the preparation of workshops, seminars and meetings financed by the Fund, including the selection of indigenous experts to attend such events.
The establishment of the indigenous project team with the Office of the High Commissioner for Human Rights(A/53/310, para. 26) was a very valuable initiative in order to ensure that the issues were dealt with in a coherent and comprehensive manner.
