On 22 December 2002,the Governments of Afghanistan and the six neighbouring States signed the Kabul Declaration on Good Neighbourly Relations(see S/2002/1416, annex).
We affirm the commitments enshrined in the 2002 Kabul Declaration of Good Neighbourly Relations and agree that promoting regional security and cooperation requires measures to build confidence and trust among countries.
In conclusion, I would like to say thatTajikistan fully abides by all the obligations entered into through the Kabul Declaration on Good-Neighbourly Relations, which was adopted on 22 December.

United Nations Security Council resolution 1453, adopted unanimously on 24 December 2002, after reaffirming all resolutions on the situation in Afghanistan,the Council endorsed the"Kabul Declaration on Good-Neighbourly Relations" signed by the Afghan government and six neighbouring countries on 22 December 2002.[1].

The participants decided to commemorate, in December 2012,the 10th anniversary of the Kabul Declaration on Good Neighbourly Relations to further strengthen relations between Afghanistan and its neighbours through developing result-oriented strategies and policies for a more comprehensive and forward-looking partnership.

One of the main recommendations of the mission was that allneighbours of Afghanistan should fully implement the Kabul Declaration on Good-Neighbourly Relations of 22 December 2002 and redouble their efforts, in particular within the framework of the tripartite commission, to preserve peace and security, especially in the southern and south-eastern areas.

Looking to the region in general,it remains important for the seven signatories of the December 2002 Kabul Declaration on Good-Neighbourly Relations and the 22 September 2003 Declaration on Encouraging Closer Trade, Transit and Investment Cooperation to respect and build upon their commitments to support regional political stability and mutual economic well-being.
Recalling the importance of the Kabul Declaration of 22 December 2002 on Good-Neighbourly Relations(Kabul Declaration)(S/2002/1416), the special conference on Afghanistan under the aegis of the Shanghai Cooperation Organization held in Moscow on 27 March 2009, and Istanbul Statement of 26 January 2010(S/2010/70), looking forward to the Fourth Regional Economic Cooperation Conference on Afghanistan(RECCA) to be held in Turkey, and stressing the crucial importance of advancing regional cooperation as an effective means to promote security, governance and economic and social development in Afghanistan.
The Heads of State or Government welcomed the Kabul Declaration on Good Neighbourly Relations of 22 December 2002, in which a commitment to constructive and supportive bilateral relationships based on the principles of territorial integrity, mutual respect, friendly relations, co-operation and non-interference in each other ' s internal affairs have been reaffirmed.
