Strengthening of MULPOCs(1990-1992).
It renamed the MULPOCs" Subregional Development Centres(SRDCs)" and redefined their functions.
In addition the subprogramme will provide supportto the five multinational programming and operational centres(MULPOCs).

In agreement with that recommendation,the General Assembly supported the efforts of ECA to strengthen MULPOCs.
However, MULPOCs are still involved in the implementation of UNDP-funded projects of IGOs executed by ECA.

This could not be repeated because MULPOCs lack extrabudgetary resources to meet the cost of travel of staff seconded by their Governments.
The growth of $22,100 relates to the requirements to inspect and audit financial activities andcoordinate local area networks in the MULPOCs.
Another method of providing MULPOCs with specialists is through the temporary assignment of Regional Advisers who have the appropriate specialization to the MULPOC in need of that specialization.
ECA should strengthen and improve the supervision and coordination of its Multinational Programming and Operational Centres(MULPOCs) and substantially improve programme management.
The programming process 19. The new terms of reference of MULPOCs, approved by the ECA Conference of Ministers in 1990(see para. 7 above), vested MULPOCs with the following responsibilities: 18/.
During the second half of 1996 and early 1997, training had been conducted for some missions and multinational programming andoperational centres(MULPOCs). Capacity-building programmes for managers had been introduced.
Given the almost total independence of the programme of work of the MULPOCs vis-à-vis that of the central secretariat, there is no assurance that those requests can be smoothly integrated into the ongoing programme of the substantive divisions.
A number of delegations considered the report to be a modest effort to discuss the institutional quality of ECA and of the MULPOCs and that redeploying staff to the MULPOCs might not make them more useful.
The Advisory Committee notes that under subprogramme 2, trade, regional economic cooperation and integration(paras. 15A.28 to 15A.35),provision has been made for the Multinational Programming and Operational Centres(MULPOCs).

The Conference renewed the appeal which it made in 1991 to theGeneral Assembly for the financing of additional posts in MULPOCs and for the provision of additional financial resources; it also appealed to Member States to continue supporting the Centres by making contributions and by facilitating the secondment of their staff to the Centres.
(c) Focusing on priorities set out by economic subregional groupings does not necessarilymean that dedicated subregional ECA institutions, such as MULPOCs, are the only structure to implement a programme of work derived from those priorities.
