Some members had deemed the proposedadditional reporting requirements for both Article 5 and nonArticle 5 Parties to be too burdensome.
In the ensuing discussion, several representatives commended the efforts of nonArticle 5 Parties to find alternatives but expressed concerns about the time frame for phasing out critical uses of methyl bromide.
Table 8 below shows all cases of deviation from the consumptionreduction schedules revealed by the data submitted by nonArticle 5 Parties for the year 2003 respectively.

To enable the matter to be considered further, the contact group therefore suggested that the proponents of the draft decision submit a proposal for an adjustment to the Protocol thatprovided for a reduction in production of methyl bromide by nonArticle 5 Parties.

A number of Parties indicated that they saw merit in retaining elements ofthe TEAP draft terms of reference including those relating to schemes in nonArticle 5 Parties, models, and synergies with systems under other multilateral environmental agreements.
As the experiences of many nonArticle 5 Parties demonstrate, a large part of the CFC requirements for this sector can be met by CFCs that are recovered, recycled and reclaimed, as long as there are sufficient price incentives to ensure that such activities are profitable.
He said that overall consumption of methyl bromide had declined considerably, adding that 95 per cent of thereduction of methyl bromide for controlled uses in nonArticle 5 Parties was attributable to the phase-out of pre-plant soil uses.
Almost all the HCFC production innon-Article 5 Parties is used in nonArticle 5 Parties- only 1,380 ODP tonnes of the 11,862 produced are reported to have been exported from two non-Article 5 Parties to meet the basic domestic needs of developing countries.
In 2001, the Technology and Economic Assessment Panel first considered the feasibility of having one last batch of CFCs produced in order tomeet the remaining longterm needs of those nonArticle 5 Parties still producing metereddose inhalers using CFCs.
As the experiences of many nonArticle 5 Parties demonstrate, a large part of the CFC requirements for this sector can be met by CFCs that are recovered, recycled and reclaimed, as long as there are sufficient price incentives to ensure that such activities are profitable.
In accordance with decision XVII/12 the Secretariat 's report included information on the level of production of CFCs in nonArticle 5 Parties to meet the basic domestic needs of Article 5 Parties, as compared to their allowed production.
Of the 10,243 ODP tonnes of methyl bromide produced by nonArticle 5 Parties in 2005, 5,440 were reported as having been exported to meet the basic domestic needs of Article 5 Parties. The remainder was presumably used to meet agreed critical uses in nonArticle 5 Parties.
The Co-Chair recalled that the Technology and Economic Assessment Panel had indicated in its May 2006 progress report that funds would be needed for 26 trips by 13 members of the Panel andits technical options committees from nonArticle 5 Parties in connection with their work.
Following its deliberations, the group was not able to recommend that the adjustment proposed by Canada be forwarded to the highlevel segment, and agreed instead to note thatparagraph 3 of decision XVII/12 urged nonArticle 5 Parties to ensure an accelerated phase-out of their production for basic domestic needs.
