As at 9 June 2000, the situation regarding the ratification of those instruments was as follows.

The ratification of those instruments, and the adoption of Decree No. 70/91, superseded by Act No. 24,043 of 1991, which established a system of compensation for anyone who was arbitrarily or illegally detained between 1976 and 1983, are indicative of the continuing willingness of the Government to accept and incorporate into its own legal order the recommendations issued by international human rights protection bodies on this matter.
While it might be appropriate to consider some aspects of the situation of stateless persons and refugees, the Commission should not restate the rules contained in existing international conventions;it would be preferable to encourage even wider ratification of those instruments and to consider proposing certain amendments to them.
Ms. Zack(United States of America) suggested the following amendments to paragraph 1 of the draft resolution: the word" applicable" should be inserted before" human rights instruments" and, at the end of the paragraph, the words" as well as the need for universal application of those instruments" should be replaced with" andinvites States to consider ratification of those instruments and their additional protocols".
Therefore, as the Secretary-General of the International Organization of La Francophonie has personally undertaken to do, we must strive to improve the commitment of francophone countries to international andregional legal instruments for a broader ratification of those instruments, as well as to adopt measures to promote compliance with those conventions at the national level.
Also at the 58th meeting, the representative of the United States of America proposed amendments to operative paragraph 1 of the draft resolution, by which the words" all human rights instruments" would be replaced by the words" applicable human rights instruments" and the words" as well as the need for universal ratification of those instruments" would be replaced by the words" andinvites States to consider ratification of those instruments as well as their Optional Protocols".
