IV. Schematic framework of measurement issues.
A number of itemswere explicitly suggested for inclusion into the proposed schematic framework, such as.
This schematic framework could be used for multiple purposes.
Although it is a constructive and concrete contribution,in its present wording it is still a schematic framework, with some elements that could be useful in a treaty.

Example of the schematic framework for measurement issues of international trade and economic globalization.
(a) Initial proposals by the Friends of the Chairgroup regarding the scope of the conceptual framework and the schematic framework of measurement issues given in sections III and IV of the present report;
A schematic framework is being developed to examine the conceptual, measurement and data quality issues related to international trade and economic globalization.
The system of extended international and global accounts could start from the schematic framework and then build upon the accounts, which should provide insights into the economic and related interdependencies of countries.
The schematic framework around which most of the report is built could prove useful if it is developed further-- not so as to return to past methodology, but rather to form the basis of for an analytical assessment.
The structure of the draft concept paper, which was presented at the meeting of the Friends of the Chair group in November, consisted of five main sections, namely:(a) an introduction;(b) an overview of concepts and measurement issues described in research on global value chains andglobal production;(c) a schematic framework and description of basic statistics and their measurement issues;(d) the common approach to integrating basic statistics through macroeconomic accounting frameworks and use of derived indicators for evidence-based policymaking; and(e) coordination.
In other words, the schematic framework could be used to report on the status of a country ' s existing statistics and new initiatives in relation to the work of international organizations and committees.
The annex to the present report contains a generic schematic framework that allows for the classification of data initiatives related to cross-border activity, and internationalization and globalization initiatives.
The schematic framework could be used for statistical purposes, such as global assessments of national statistical practices(including progress, frequency and timeliness) in order to better understand the status of statistical development by country; and the feasibility of collecting statistics and indicators and of developing supply and use tables with sufficient detail for trade and globalization purposes.
It will then have to translate the conceptual work into the schematic framework and complete it by incorporating all basic statistics and conceptual, measurement and data quality issues, including issues of microdata sharing and confidentiality.
(c) Schematic framework, which brings structure to the various conceptual, measurement and data quality issues of international trade and economic globalization; and which identifies extensions that go beyond the scope of the existing core accounts to increase either depth, from macrostatistics to microstatistics, or breadth, to include internationalization and globalization studies;
Also at its meeting held in November 2013,the Friends of the Chair proposed a schematic framework to identify extensions that go either into greater depth(that is, from macrostatistics to microstatistics) or greater breadth(that is, into internationalization and globalization studies) in respect of the scope of the existing core accounts.
She does this with the double purpose of providing a schematic framework for analysis distilled from the monitoring and protection work realized by the mandate, and encouraging her successor as well as other actors working on the assessment of the situation of defenders to further develop and use indicators to measure progress or setbacks in the implementation of the Declaration.
A number of additional issues arose from the discussions that werenot considered issues to be included in the schematic framework, including:(a) adding a dimension to the schematic that would indicate the percentage of countries that already compile those statistics;(b) clarifying the relevance of trade in value added for developing countries; and(c) needing to move away from a stove-pipe approach of data compilation towards an integrated statistical production process covering all business statistics.
