As recommended by the Advisory Committee, streamlined contractual arrangements should be introduced.

Prior to the implementation of the streamlined contractual arrangements and harmonization of conditions of service, the three series of the Staff Rules with different conditions of service created inequalities in compensation and job tenure of staff, as well as confusion among staff members as to the differences in their appointment type and conditions of service.
Consistent with the contractual framework adopted by the International Civil Service Commission(ICSC)(A/60/30, annex IV),the Secretary-General proposed simplified and streamlined contractual arrangements(see A/63/298) which would better serve operational requirements and ensure transparency, fairness and consistency in the treatment of staff.
The Committee believes that the introduction of streamlined contractual arrangements, together with the elimination of mission-specific appointments and the granting of continuing appointments for staff working in peace operations and on projects, as well as its recommendations on conditions of service contained in paragraph 34 above, will address many of the issues that the special operations approach is intended to address.
In addition, since the success of those operations was inextricably linked to high morale among peacekeeping personnel, the new human resources management framework,including streamlined contractual arrangements and harmonized conditions of service, must be implemented on 1 July 2009, as stipulated in General Assembly resolution 62/248.

With regard to the Secretary-General ' s proposals for streamlined contractual arrangements, she recalled that a single set of Staff Rules had become necessary because the types of appointment currently available were difficult to administer, limiting the flexibility of staff movements and contributing to potentially high operational, financial and managerial risks in the field of peacekeeping.
