Some Parties are concerned that the alignment process for the action programmes will postpone implementation of The Strategy and urge the secretariat and the GM, as a matter of priority, to provide clear guidance and technical assistance to affected country Parties in this regard.
For the period under review(from CRIC 9 to the present),the secretariat and the GM ensured greater focus on the alignment process, giving special attention to the issue of institutional and technical capacity-building to support the alignment process through.
Relevant decisions of the ninth session of the Conference of the Parties(COP 9) gave clear and complementary mandates to the secretariat and the GM to provide guidance and technical assistance to affected country Parties,in order to facilitate the alignment process at subregional and regional levels.
Further, decision 2/COP.10 recalls the COP ' s considerations of decision 13/COP.10 on the assessment of the implementation of the Convention,and specifically the need to further analyse the alignment process and to review the issue at the eleventh session of the CRIC.
In its decision 2/COP.10 the Conference of the Parties(COP)acknowledged the need to speed up the alignment process of national, subregional and regional action programmes with The Strategy, and requested the Convention institutions to continue providing affected country Parties with support to build institutional and technical capacity for the effective alignment and implementation of action programmes within available resources.
Further, decision 2/COP.10 recalls the COP ' s considerations of decision 13/COP.10 on the assessment of the implementation of the Convention,and specifically the need to further analyse the alignment process and to review the issue at the eleventh session of the CRIC as regards.
Even though the majority of the countries announced their plans to have an aligned NAP in the next two bienniums,it is beyond doubt that the alignment process will present a major challenge for affected country Parties, as well as for the Convention institutions that are expected to render support in this regard.
Welcoming the efforts being made by various affected country Parties to align their national action programmes with The Strategy and the voluntary contributions made to support that process, while recognizing that the responsibility for the alignment process lies primarily with the affected country Parties.
Section I of the guidelines clarifies the definition of alignment and revision, provides background information, and outlines the purpose,objectives and expected outcomes of the alignment process, while section II describes the methodology used as well as generic and specific guidelines to be applied for the alignment of APs, according to each specific level and situation.
With regard to EAs 2.1.1 and 2.3.1 and their performance indicators, both the survey conducted by the secretariat on the status of action programmes and the data reported by affected country Parties during the fourth reporting and review process indicated that the target set by The Strategy will be hardly achieved unless the alignment process is boosted further, particularly at the subregional and regional levels.
While providing information on this process, the indicator also outlines whether:(a) the analysis of DLDD drivers, barriers to possible solutions, and measures that may eventually overcome these barriers,has been carried out;(b) the alignment process has been supported by biophysical and socio-economic baseline information;(c)the action programmes have been included in integrated investment frameworks; and(d) the action programmes have been integrated with other existing national plans and policies.
Having considered decision 13/COP.10 on the assessment of the implementation of the Convention against performance indicators,specifically the need to further analyse the alignment process and to review the issue at the eleventh session of the Committee for the Review of the Implementation of the Convention.
