Significant progress was made during the sixty-seventh session of the General Assembly towards identifying concrete and sustainable measures needed to strengthen and enhance the effective functioning of the human rights treaty body system.
South Africa was thereforefully committed to working with Member States to strengthen and enhance the effective functioning of the United Nations human rights treaty body system by finding sustainable solutions to those and related challenges facing the international human rights machinery.

(a) Decided to extend the intergovernmental process of the General Assembly on strengthening and enhancing the effective functioning of the human rights treaty body system to the sixty-seventh session of the Assembly, to build upon the discussions held thus far with a view to identifying in the upcoming session of the Assembly concrete and sustainable measures needed to strengthen and enhance the effective functioning of the human rights treaty body system;
On 23 February 2012, the General Assembly, in its resolution 66/254,launched an open-ended intergovernmental process to strengthen and enhance the effective functioning of the treaty body system, which, on 17 September 2012, it extended to its sixty-seventh session(see resolution 66/295).
(a) Launch within the framework of the Assembly, an open-ended intergovernmental process to conduct open,transparent and inclusive negotiations on how to strengthen and enhance the effective functioning of the human rights treaty body system,and to appoint two co-facilitators to assist him in this process.
Finally, under operative paragraph 41 of the draft resolution, the General Assembly would decide to consider the state of the treaty body system no later than six years from the date of adoption of the resolution, to review the effectiveness of the measures taken in order to ensure their sustainability, and, if appropriate,to decide on further action to strengthen and enhance the effective functioning of the human rights treaty body system.

An initial non-exhaustive list of themes was presented by the co-facilitators, taken from various submissions and comments by Member States, reports submitted by the United Nations Secretary-General and the High Commissioner for Human Rights, as well asfrom other relevant sources, related to strengthening and enhancing the effective functioning of the human rights treaty body system.
It was therefore recommended that the GeneralAssembly decide to extend its intergovernmental process on strengthening and enhancing the effective functioning of the human rights treaty body system to its sixty-seventh session.

Member States noted that expected accomplishment(b) and the related indicator of achievement(b)under subprogramme 2 did not correspond to General Assembly resolution 68/268, on strengthening and enhancing the effective functioning of the human rights treaty body system.
